His disappearance was noticed by his supervisor, who realized that he was no longer present within the shopping centre premises.
Hart has been under detention since 1994, following convictions related to taking a child without permission and committing false imprisonment.
Authorities have described him as potentially dangerous, especially given his unstable mental state, and have issued warnings to the public not to approach him under any circumstances.
