SHFAQ HUSSAIN SENTENCED IN KEIGHLEY AND SKIPTON FOR SEX OFFENDER BREACHES

In July 2017, a man named Shafaq Hussain faced legal consequences after being found guilty of failing to comply with mandatory notification requirements as a registered sex offender. The incident took place in the towns of Keighley and Skipton, where Hussain, aged 29, was residing at the time.

Hussain, who was formerly based in Skipton but later moved to Midland Terrace in Keighley, was brought before Skipton Magistrates Court to answer charges related to his breach of the sex offenders register. The court heard that Hussain did not notify the police within the required three-day window about his temporary address in Skipton after his release from prison on June 2. Additionally, he stayed at that address for more than 12 hours while children under the age of 18 were present in the house, which constituted a further violation of his obligations under the register.

It was also revealed that Hussain had a prior history of sexual offenses. In June 2009, he was sentenced at Bradford Crown Court to 18 months in prison, which was later reduced to 16 months, after being convicted of six sexual offenses committed against an underage girl. At the time, Hussain was living and working in Skipton, and the offenses took place within the town itself. As part of his sentence, he was ordered to sign the sex offenders register for ten years, a requirement that mandated him to inform police of his whereabouts and prohibited him from having unsupervised contact with minors.

Hussain’s record included four previous breaches of these conditions. In the spring of the previous year, a 12-month suspended sentence was activated due to his repeated violations.

During the court proceedings, Hussain admitted to both breaches, which occurred between June 2 and June 11. Magistrates sentenced him to 12 weeks in prison for each breach, with the sentences to run concurrently. The reduction in his sentence from the original 18 weeks was attributed to his early guilty plea.

In mitigation, Nicholas Leadbeater, representing Hussain, explained that Hussain had requested his probation officer to impose a condition requiring him to be placed in a hostel upon release, but this had not been arranged. Upon his release, Hussain had managed to persuade a close relative to provide temporary accommodation while he searched for a permanent residence. Leadbeater added that Hussain’s relative had pressured him daily to find alternative housing, not out of fear for her children but because she was concerned about attracting police attention.

Hussain eventually found accommodation in Keighley with the assistance of his uncle and promptly notified the police of his new address. The magistrates emphasized that his sentence was reduced due to his cooperation and guilty plea. Hussain was also ordered to pay a surcharge of £115.

In a related context, the town of Keighley and the nearby town of Skipton have been the focus of other serious criminal cases involving sexual offenses. For instance, in July 2009, three men—Mohammed Zackriya, Mohammed Taj, and Mohammed Shabir (Snr)—were sentenced to a combined total of 18 years for grooming and sexually abusing a teenage girl.

These men, convicted of 28 sexual offenses against the girl, who was between 14 and 15 years old at the time, received sentences of eight, five, and five years respectively. The court also ordered them to sign the sex offenders register indefinitely and imposed restrictions on their contact with minors.

The victim, now 18, expressed her relief and emotional recovery following the verdicts, describing her experience in court as traumatic but also as a step toward justice. She recounted the pain of her ordeal and the strength she found to see her abusers held accountable, emphasizing her hope for a future free from the shadow of her past trauma.
