RYAN OSBOURNE, DEAL OFFENDER, JAILED FOR SEXUAL CHAT WITH 12-YEAR-OLD IN CANTERBURY

In March 2019, Ryan Osbourne, formerly known as Ryan Chinnery, was sentenced to 20 months in prison after being convicted of engaging in a sexual conversation with a 12-year-old girl in Canterbury.
Osbourne, 29, of Golf Road, Deal, had previously been handed an indeterminate sentence in 2008 following violent attacks on two women. He was released after serving nine years but reoffended within 18 months of release.
This time, Osbourne frightened the young girl by speaking to her in explicit sexual language in Wincheap, Canterbury, last September. Prosecutor Allister Walker described how Osbourne, “at the time the victim was 12 and a total stranger, he spoke to her in explicit sexual language, for no reason other than his own sexual gratification. He was on the prowl. She told him to go away and he did. The victim then stopped and called her mother. She was in tears. She set off home as her mother left to meet her.”
When arrested, police examined Osbourne’s iPhone, discovering “a raft of 34 video clips” recorded by him, which showed he had filmed both women and girls in public without their knowledge. Mr. Walker stated, “The defendant had apparently randomly filmed both women and girls in public and without their knowledge. We suggest the motive for the films was sexual.”
During the court proceedings, the victim gave an impact statement indicating how the incident left her frightened. She said, “Nothing like this has ever happened to me before. The comments he made to me were disgusting. I had never heard language like that before. I was so scared I just wanted to get away and get home as quickly as possible. He was much older than me and I told him my age but he still made disgusting comments.”
Osbourne was recalled on prison license after his arrest. Although he received a 20-month sentence, he will not be eligible for parole until authorities determine he no longer poses a threat.
During the sentencing, Osbourne bowed his head but sneered at the jury, pointing to his girlfriend in the gallery and saying, “See you in 10 years.”
