In a disturbing case that has shocked the community of Herne Bay, a 64-year-old man named Russell Mills was apprehended after engaging in a series of heinous online activities aimed at grooming a police officer's daughter.

The investigation revealed Mills' disturbing pattern of predatory behavior, which included invasive acts and manipulative tactics to exploit vulnerable children.

It was reported that Mills, who openly describes himself as “pretty pervy,” went to extreme lengths to satisfy his depraved interests.

He was found to have sifted through a friend’s laundry basket in an attempt to smell their young girl’s underwear, an act that underscores the depth of his disturbing tendencies.

His actions did not stop there; he also deceived a parent into believing he was a qualified masseuse, using this false identity to gain access to their daughter, who was suffering from a leg injury, with the apparent intent of groping her.

The criminal activity escalated further when Mills turned to the internet, where he searched for illicit material.

During this online search, he encountered a woman who was actually an undercover police officer posing as a potential victim.

This officer, operating under the alias ‘Louise,’ had been communicating with Mills for weeks, exchanging depraved messages and images.

The exchanges included graphic content depicting children being sexually tortured, all posted on a Russian website that Mills frequented.

According to court proceedings at Canterbury Crown Court, Mills sent numerous explicit images and messages to the undercover officer, explicitly stating his desire to rape her daughter.

His online profile described him as “pretty pervy and open minded,” and he expressed a desire to meet at a McDonald's restaurant and even visit their home “for some pants sniffing,” revealing his disturbing fixation on children’s underwear.

He also expressed excitement about seeing toddlers in his hometown and admitted to previously searching for dirty knickers in a friend’s laundry basket, a fact he had already confessed to police.

Prosecutor Tom Dunn detailed that Mills wrote extensively about how aroused he became around children and confessed that he “wouldn’t be able to stop himself” from molesting Louise’s daughter if given the chance.

It was further revealed that Mills has a long history of similar offenses, with 30 previous convictions related to crimes of a sexual nature involving children.

Despite his criminal record, he had not committed any offenses since his last known activity in spring 2020.

His defense attorney, Edmund Fowler, noted that Mills had early guilty pleas and was supported by his family, who were present in the court gallery.

However, the severity of his actions was underscored by Judge Rupert Lowe during the hearing.

The judge condemned Mills’ behavior, stating, “Someone somewhere has raped a child because people like you find it exciting.

This is the life-changing abuse of children, life-destroying abuse, and surely in 2008 when you went to court about it, that must have been made clear to you.” The judge continued, referencing Mills’ repeated offenses: “In 2016, you went back to court for distributing further images of extreme child abuse and breaching your sexual harm prevention order.

Now, in 2022, you are back again, and this time it is worse.

You went online seeking people to communicate with about your desire to have sex with children and found a woman claiming to be a single mother from St Albans, who said she was sexually active with her own 10-year-old daughter.” It was revealed that the undercover officer, ‘Louise,’ was part of the police operation, and Mills quickly made it clear he wanted to participate in the abuse of her daughter, Jess, who was just ten years old.

Mills expressed a disturbing interest in the girl, stating he had obtained her soiled knickers and that he would have started abusing her when she was five or six if he had the opportunity.

Russell Mills, of Stanley Gardens, pleaded guilty to multiple charges, including publishing an obscene article, distributing Category A and C images, creating Category B images, and breaching a sexual harm prevention order.

The court found him to be a “dangerous” offender and sentenced him to a five-year extended license period.

He is expected to serve two-thirds of a 30-month prison sentence before being considered for parole, followed by an additional 20 months on license.

This case highlights the ongoing threat posed by individuals like Mills, whose predatory behavior continues to endanger children and undermine community safety.
