Perth Child Sexual Abuser
In a disturbing case that has shocked the Perth community, Ross Bayley, aged 28, has been convicted and sentenced for heinous acts involving a two-year-old boy. The incident came to light after the young child's mother disclosed that her son had been sexually assaulted by Bayley, leading to a police investigation that uncovered a disturbing pattern of abuse and online activity.

Bayley's crimes include the sexual assault of the toddler at a residence in Perth on June 8 of the previous year. The court was informed that the assault was opportunistic, carried out after Bayley had accessed and viewed a highly disturbing online manual. This manual, found on the dark web, contained detailed and graphic instructions on how to groom and sexually abuse children while avoiding detection. Prosecutor Steven Borthwick described the material as extensive, with police cybercrime examiners stating it amounted to a 'manual of how to abuse children and get away with it.'

One of the police analysts, with nine years of experience, testified that he could not continue reading the content because it made him feel sick and nauseous. The investigation also uncovered a cache of indecent images depicting children being sexually abused, some of which were classified at the most extreme levels of abuse. The police seized multiple electronic devices from Bayley's home, which contained these images and videos, along with evidence of ongoing downloads involving child sexual abuse material.

Further details revealed that Bayley had previously pleaded guilty to the sexual assault of the young boy. The child's mother recounted that her son, who was nearly three years old at the time, had asked his father to give him a bath after the incident, and later confided in his mother about what had happened. The child's statement included the unsettling remark, 'He said it's OK, though,' which deeply distressed the family. Police confirmed that Bayley's DNA was found on the child's underpants, providing concrete evidence linking him to the assault.

During police interviews, Bayley expressed remorse, stating, 'I'm really, really sorry. I need help.' He also admitted to possessing indecent images of children, with a total of 1,511 images and four videos recovered from his home. Some of these images were classified at the most severe levels of child exploitation. Bayley's defense claimed that he had stumbled upon the illegal material after his computer was hacked, but the court found sufficient evidence to convict him.

Bayley's online activity was further scrutinized after investigators discovered that he had used the Tor browser, which is designed to provide anonymity online. The police found that he had accessed a website offering detailed advice on grooming and abusing children, which was so disturbing that one experienced analyst could not continue examining the material. The extensive and vile content was described as the worst encountered by the cybercrime unit.

In addition to the online evidence, police also recovered computer equipment from Bayley's residence, which included devices connected to sophisticated projection systems and cooling setups. The court heard that Bayley had previously claimed that he accessed the illegal material because his computer had been hacked, but the evidence told a different story.

Lady Carmichael, presiding over the case, sentenced Bayley to two years in prison. She emphasized the gravity of his actions, noting that the assault was opportunistic and caused significant distress to the victim's family. The judge also ordered Bayley to be monitored in the community for five years following his release and placed him on the sex offenders register. She further indicated that she would consider a risk assessment order, which could lead to an Order for Lifelong Restriction, reflecting the serious nature of his offenses and the high risk of reoffending.
