ROBERY JEFFREY AND REPEATED SEX OFFENDER BREACHES IN DURHAM
Robery Jeffrey, a known sex offender with a lengthy criminal history, has once again landed in serious legal trouble due to his continued failure to comply with legal requirements designed to monitor and control sex offenders in the UK.Jeffrey, who previously resided in Darlington but has no fixed address at present, has been a persistent offender since his initial conviction in 2004.
Throughout nearly two decades, he has repeatedly breached sex offender notification obligations, despite court orders and legal mandates intended to protect the public.
The recent legal proceedings unfolded at Teesside Crown Court, where Jeffrey faced charges related to his ongoing violations.
The court was told that Jeffrey’s violations came to light in June when police officers became concerned about his whereabouts.
This concern prompted police visits to his last known registered address, which appeared deserted at the time.
Following these initial observations, officers conducted further investigations that revealed Jeffrey was not at his registered residence.
Instead, police learned that Jeffrey was staying temporarily at a youth hostel in Richmond, which he claimed was due to an allergic reaction to pigeons at his home.
The police investigation then uncovered that Jeffrey was also living in a tent in a secluded area of a youth hostel grounds in Northallerton.
It was at this location that law enforcement officers eventually located and arrested him.
During the court hearing, it was disclosed that Jeffrey had engaged in some clandestine activities to evade detection.
Notably, he had used black tape to make an 'E' on his vehicle’s registration plates in an attempt to avoid being tracked by authorities.
Additionally, officers seized a Samsung tablet from Jeffrey, which contained several non-registered email accounts and a photograph of a girl believed to be under 18.
The prosecution claims that the picture appeared to have been taken from an obscure angle, suggesting it might have been obtained covertly.
When questioned about his decision to stay away from his registered address, Jeffrey alleged that he had developed an allergy to pigeons, which he claimed made it impossible for him to remain at his previous residence.
He stated that he chose to stay at youth hostels because they are inexpensive.
Despite this, court records indicated that Jeffrey paid for his stays using two bank accounts that were not registered with police authorities, raising questions about the legitimacy of his claims.
During the sentencing hearing, the prosecution, led by Christopher Bevan, highlighted Jeffrey’s disturbing history of violations.
His prior convictions date back to February 2004 in Stroud, where he was convicted of possessing indecent photographs of children.
Over the years, Jeffrey’s pattern of offending persisted; he was convicted again in December of the same year for failing to adhere to sex offender requirements, and later, in 2006, he was found guilty of attempting to meet or communicate with a minor following sexual grooming.
Further convictions followed in 2011 when he was found guilty of failing to comply with requirements, possessing indecent images, and breaching a sexual harm prevention order (SHPO).
His pattern continued with additional breaches of notification requirements and SHPO violations in 2013, 2015, 2018, and 2019.
In December 2019, Jeffrey was sentenced in Newton Aycliffe for failing to comply with notification rules, and in 2020, he was sentenced to two years’ imprisonment following further breaches.
The court also heard that Jeffrey’s efforts to conceal his whereabouts included forging vehicle registration marks.
His repeated violations demonstrated a relentless refusal to cooperate with legal restrictions.
Prosecutor Bevan highlighted this pattern of defiance, emphasizing the public safety risk posed by Jeffrey’s continued non-compliance.
In delivering the sentence, Judge Jonathan Carroll remarked on Jeffrey’s extensive criminal record and his persistent failure to adhere to legal requirements.
The judge emphasized that Jeffrey’s repeated breaches represented a blatant disregard for the orders meant to ensure public safety and protect potential victims.
Jeffrey, aged 54 and described as having no fixed address, was sentenced to 40 months in prison.
Additionally, he was banned from driving for 38 months and ordered to pay a victim surcharge.
His case underscores ongoing concerns about the management and monitoring of sex offenders in the community and highlights the importance of rigorous enforcement of notification requirements to prevent further violations.
