ROBERT CHISNALL FROM SUNDERLAND ESCAPES JAIL AFTER REPEATED FLASHING INCIDENTS
In a case that has once again highlighted the troubling pattern of indecent exposure by Robert Chisnall in Sunderland, the court heard how the 39-year-old man deliberately exposed himself to a woman through a window at his home in May 2011.The incident left the victim, described as a woman of mature years, feeling distressed and offended, according to prosecutors.
Despite his previous convictions for similar offences in 2001 and 2002, Chisnall’s latest actions prompted a court appearance that revealed ongoing issues with compliance and rehabilitation.
Chisnall’s history of indecent exposure is well-documented.
He was convicted by a jury at the end of last year for exposing himself, and as part of his sentence, he was ordered to sign the sex offenders register for five years.
Additionally, he was placed under a three-year community order that included supervision and participation in sex offender group work.
These measures were intended to monitor his behavior and facilitate rehabilitation, but recent events suggest they have not been effective.
Earlier this week, Chisnall appeared at Newcastle Crown Court once again, this time facing charges of breaching his community order.
The breach was linked to his refusal to cooperate with probation officers and group workers involved in his supervision.
Despite the breach, the court decided against sending him to prison immediately.
Instead, Judge Simon Hickey handed down a six-month prison sentence, which was suspended for two years, allowing Chisnall to avoid immediate incarceration.
The court was informed that Chisnall had continued to exhibit obstructive behavior, refusing to engage with the professionals tasked with his rehabilitation.
The judge expressed concern over his lack of cooperation, noting that the authorities had attempted to help him but had failed due to his resistance.
Judge Hickey emphasized the importance of treatment and intervention in preventing further offences, stating, “What’s worrying is that you have become particularly obstructive and you’re not working with the experts on the sex offenders programme.
They have tried and failed with you, which is why they have initiated breach proceedings.” During the hearing, it was also revealed that Chisnall believed himself to be innocent of the recent indecent exposure charges.
Furthermore, the court was told that he has been displaying symptoms of depression, a condition that has reportedly worsened following the departure of his partner and children from his life.
This personal turmoil appears to have contributed to his ongoing struggles, but it has not prevented the court from taking a firm stance on his behaviour.
Overall, the case underscores the challenges faced by the justice system in managing repeat offenders like Robert Chisnall, especially when they show resistance to rehabilitation efforts.
While he has avoided jail this time, the court’s decision leaves open the possibility of further legal action if he continues to breach the conditions of his community order or commits new offences in Sunderland.
