In May 2011, a disturbing case emerged involving Richard Michael Watkins, a primary school teacher from Calne, who was sentenced to an indefinite term in prison after being found guilty of possessing and creating a vast collection of indecent images of children. The investigation revealed that Watkins, aged 29, had engaged in highly inappropriate and illegal activities, including the use of covert surveillance equipment to exploit young children.

Watkins' residence on Braemor Road in Calne became the focus of a police raid conducted by Wiltshire Police officers, which was prompted by a tip-off from Interpol. During the raid, authorities uncovered a disturbing cache of digital material, including a laptop containing a staggering 23,433 indecent images. The court was informed that among these were three videos and 234 photographs classified as level five, the most severe category indicating the gravest form of abuse.

Prior to the sentencing, Watkins had already admitted to 11 charges related to the possession and production of indecent images of children, along with two counts of voyeurism. His guilty plea was entered at an earlier hearing, acknowledging the gravity of his crimes. The court was told that Watkins had used a hidden spy camera concealed within a pen to secretly photograph children during physical education lessons, specifically when they were changing clothes. This act of voyeurism was committed within the school environment, raising serious concerns about the safety and well-being of the children involved.

The investigation also uncovered that an internet service provider based in Luxembourg had identified a website hosting child pornography that was linked to Watkins' online activity. His IP address had accessed this illicit site, and his details were subsequently forwarded to Interpol for further action. The police raid took place in November of the previous year, at a time when Watkins' wife was pregnant, adding a further layer of distress to the case. During the police intervention, Watkins reportedly confessed immediately to the officers, demonstrating an awareness of his wrongdoing. Following his arrest, he resigned from his teaching position at Derry Hill Primary School in Calne.

During sentencing, Judge Douglas Field expressed his condemnation of Watkins' actions, emphasizing the betrayal of trust inherent in his role as an educator. The judge stated, “You are a school teacher and have been teaching young children, and you surreptitiously took pictures of them changing for your own perverted sexual gratification. Without treatment, you are particularly dangerous to young children, especially pre-pubescent girls. I conclude from the reports I have read and the facts of the offences that there is a significant risk to members of the public of serious harm.”

As part of his punishment, Watkins was placed on the sex offenders' register for life and was permanently barred from working with children. The court's decision reflects the seriousness of his crimes and the potential danger he poses to society. A statement from Wiltshire Police and Wiltshire Council, delivered by Detective Superintendent Sarah Bodell, clarified that although the voyeurism charges related to Watkins' conduct within the school, they did not involve indecency, and the charges concerning indecent images did not involve children from Derry Hill Primary School. Nonetheless, the statement underscored that viewing and downloading such images constitutes child abuse, fueling a global demand that perpetuates further harm to innocent children.

Authorities expressed their gratitude to the staff and parents of Derry Hill Primary School for their cooperation and understanding during what was described as an emotionally charged and complex investigation. The case serves as a stark reminder of the ongoing threat posed by individuals who exploit children for sexual gratification and the importance of vigilance and swift action by law enforcement to protect vulnerable members of society.
