PHILLIP NEWING FROM TIRPHIL CAERPHILLY CAUGHT DRINK DRIVING WITH PARTNER'S CHILDREN IN THE CAR DESPITE SEX OFFENDER ORDER

In a serious breach of legal restrictions, Phillip Newing, a 70-year-old resident of Tirphil in Caerphilly, was apprehended by police while driving under the influence of alcohol with his partner and her two young children in the vehicle.

The incident took place on the evening of April 19, when Newing was stopped by law enforcement officers on the B4257 in Rhymney.

He was driving a black Volkswagen Touran at approximately 10:30 pm, and the police had reason to suspect he was over the legal alcohol limit.

During the stop, officers observed that Newing's breath alcohol level was significantly above the permissible limit, registering at 81mg of alcohol per 100ml of breath, which is more than four times the legal threshold.

As a result, he was immediately taken into custody.

A subsequent background check revealed that Newing had a criminal history dating back to the 1990s, including two indecent assaults on a girl under 14 during the 1990s and a sexual assault in 2013.

In 2014, he was convicted of these offenses and sentenced to three years in prison.

Following his conviction, Newing was subjected to a lifelong sexual harm prevention order (SHPO) and was required to register as a sex offender.

Despite these restrictions, police found that he was in breach of the order when he was found in the company of his partner's children during the incident.

The court heard that Newing's partner was aware of his convictions, and her children would often stay at his property on weekends.

During his arrest, Newing claimed that he had informed his partner of his criminal record, but he admitted he had failed to notify police or social services about his current living arrangements, which included the children.

At Cardiff Crown Court, prosecutor Martha Smith-Higgins explained that Newing's presence with the children was a clear violation of his SHPO.

The court also noted that Newing was fined £225 and disqualified from driving for 80 months for the drink-driving offence.
