PHILIP BARNWELL FROM LONDON BANNED FOR LIFE AFTER GROOMING AND PREGNANCY OF STUDENT
In a disturbing case that has sent shockwaves through the educational community in London, Philip Barnwell, a 36-year-old headteacher, has been permanently barred from teaching following allegations of grooming a 15-year-old pupil.The incident, which spanned several years, involved Barnwell engaging in inappropriate conduct that culminated in the girl becoming pregnant at the age of 17.
According to the findings presented by a professional conduct panel, Barnwell systematically exploited his position of authority and trust.
The panel detailed how he enticed the young girl, referred to only as Pupil A, by offering her alcoholic beverages and taking her on trips to the seaside and hotels.
These outings often involved Barnwell sharing his bed with her, a clear breach of professional boundaries.
The misconduct was not limited to school hours; it extended beyond her departure from the institution, with the relationship continuing into her late teenage years.
The investigation revealed that Barnwell's inappropriate relationship persisted even after the girl left school.
The girl, who was described as bright and diligent, came from a troubled home environment, with limited contact with her biological parents.
The panel noted that Barnwell’s interactions included frequent private meetings, text messages, MSN communications, and pre-arranged meetings outside school premises.
On one occasion, the pair spent two nights together at the Royal York Hotel in Brighton during term time.
Additionally, Barnwell allowed her to stay at his home and shared his bed on multiple occasions.
The situation escalated when, shortly after she finished her GCSEs in September 2008, Barnwell took her to a hotel for an overnight stay.
The following day, they visited a clinic where she obtained the morning-after pill, indicating the sexual nature of their relationship.
The girl’s pregnancy was confirmed when she was 17, and she subsequently gave birth to Barnwell’s child.
Barnwell’s employment was suspended in July 2008 amid police and school investigations into his conduct.
Despite his claims of innocence and denial of any inappropriate relationship, the evidence presented was overwhelming.
The panel found that Barnwell’s actions constituted unacceptable professional conduct, involving sexual activity with a pupil and a breach of the trust placed in him as an educator.
The hearing, chaired by Mrs.
Mary Speakman, emphasized that Barnwell’s conduct was both deliberate and carefully planned at times.
Deputy Director for Teacher Regulation at the Department for Education, Alan Meyrick, stated, “Mr Barnwell abused the position of trust that he held and he engaged in sexual activity with Pupil A.
This is very serious misconduct.
I am satisfied that Mr Barnwell’s actions were both deliberate and, at times, carefully planned.” The panel concluded that Barnwell’s conduct rendered him entirely unsuitable to remain in the teaching profession.
The evidence demonstrated that he had spent considerable time alone with the pupil during school hours, communicated via text and MSN, and arranged meetings outside of school, including overnight stays.
The panel also highlighted the emotional and psychological impact on the young girl, who was vulnerable due to her family circumstances.
Mrs.
Speakman emphasized the importance of safeguarding children and maintaining professional boundaries, stating, “Parents and others must be able to entrust children, particularly those who are vulnerable because of family or other circumstances, to the care of teachers, confident that teachers will observe professional boundaries towards those whom they teach.
We conclude that the evidence in the case demonstrates conclusively that Mr Barnwell’s conduct renders him incompatible with remaining as a member of the profession and that a prohibition order should be imposed.” As a result of these findings, Philip Barnwell has been permanently disqualified from teaching in London and across the country, a decision that underscores the severity of his misconduct and the importance of safeguarding vulnerable students from exploitation by those in positions of authority.
