NORWICH MAN PETER RIDER CAUGHT IN KENT POLICE STING AFTER PLOTTING TO ABUSE SIX-YEAR-OLD IN SURREY
In a disturbing case that highlights the ongoing efforts of law enforcement to combat child exploitation, Peter Rider, a 40-year-old man from Norwich, was ultimately brought to justice following a covert operation by Kent Police.The incident unfolded in March 2017, when Rider traveled from his residence on Ivory Road in Norwich to Surrey with the apparent intent of sexually abusing a six-year-old girl.
Unbeknownst to him, he was communicating with an undercover police officer from the Kent Police Paedophile Online Investigation Team, who had set up a sting operation to catch individuals attempting to commit such heinous acts.
During the investigation, Rider engaged in a series of email and telephone conversations with the undercover officer, believing he was speaking with a man who had a stepdaughter.
Rider expressed disturbing intentions, discussing plans to sexually abuse the young girl.
He also talked about giving her alcohol during their conversations, revealing a disturbing level of premeditation and depravity.
On September 23, Rider drove from Norwich to meet the man he thought was the child's stepfather in Caterham, Surrey.
The meeting was part of his attempt to carry out the abuse, but he was unaware that the person he was communicating with was an undercover officer.
When Rider arrived at the designated meeting point around 11:30 am, he was promptly approached and arrested by detectives from the Kent Police Paedophile Online Investigation Team.
A subsequent search of Rider’s vehicle uncovered items that further indicated his intentions, including bags of sweets believed to be intended for the child, and a USB memory stick.
Forensic analysis of the USB revealed a disturbing collection of digital material, including 409 indecent images of children.
Of these images, 38 were classified as Category A, representing the most severe level of child exploitation material.
During police interviews, Rider claimed that he had no real intention of harming the child and insisted that his actions were driven by fantasy rather than actual plans.
Despite his claims, the evidence against him was substantial.
He was charged and later appeared before Maidstone Crown Court, where he pleaded guilty to multiple charges, including arranging to commit a child sexual offence and possessing four counts of indecent images of children.
On the last Friday of the proceedings, Rider was sentenced to three years in prison.
Additionally, he was subject to an indeterminate sexual harm prevention order, which will impose strict restrictions on his future contact with children and his use of the internet.
This case underscores the importance of vigilant police work and the ongoing fight against child exploitation, especially in cases where offenders attempt to conceal their intentions behind digital communications and false pretenses.
