Peter Gibbons, a community centre cleaner from Exeter, has been sentenced to prison after a series of disturbing sexual offences involving a young child.

Gibbons was employed at the Wonford Community and Learning Centre during the time the abuse occurred, as revealed during his court hearing.

The investigation was triggered when authorities discovered illicit images of a naked child stored on his phone, along with drawers filled with children's pants, which contributed significantly to his arrest.

Gibbons, widely recognized within the Exeter community for his active role in annual events such as the Christmas lights switch-on and various charity initiatives, found himself at the center of severe public and legal scrutiny following his guilty plea.

Witnesses and members of the public, many of whom attended the sentencing hearing on Friday, October 7, had to be instructed to maintain quiet as the court proceedings unfolded.

His conviction and sentencing have sparked a wave of community dismay and discourse, given his prior contributions to local charitable causes.

During the court session at Exeter Crown Court, the judge, Peter Johnson, addressed the seriousness of the offences, emphasizing the impact of Gibbons' actions on the young victim.

The defendant admitted to six grave sexual offences, including oral rape and the production of indecent images involving a child.

As part of his sentence, Gibbons was sentenced to six years imprisonment.

The court also heard about Gibbons' cognitive limitations, with Judge Johnson noting that he has a low IQ and “reduced cognitive functioning.” The judge described the case as one involving a “sexual abuse of a young boy by a man with significant intellectual difficulties,” which added complexity to the sentencing process.

The child had been coerced into silence by Gibbons, who warned him of consequences if he disclosed the abuse to anyone.

Police investigators responded promptly, visiting Gibbons’ residence where they found him visibly distressed, sobbing, and apologizing.

Further searches uncovered sexually explicit aids and numerous pairs of children's panties stored in Gibbons’ drawers, raising alarm bells.

Defence counsel Miss Virginia Cornwall characterized her client as a man with limitations, suggesting that his mental state made it more difficult for him to understand or control his impulses.

She argued that Gibbons’s actions did not involve grooming, but the judge explicitly disagreed, indicating that grooming was a relevant aspect of his offending.

Recognizing Gibbons’ cognitive impairments, the judge took these factors into consideration when passing sentence.

Gibbons was also credited for his guilty pleas, which somewhat mitigated his penalty.

Although the court acknowledged that he does not pose a danger to the general public under the legal definition, it deemed his case of particular concern owing to the nature of his offences.

As part of his punishment, Gibbons was sentenced to serve a further 12 months on licence following his release.

He is required to serve at least half of his six-year prison term before eligibility for parole is considered, ensuring public safety is a priority.
