PETER CLARK CHELMSFORD SEX OFFENDER SENTENCED AFTER GROOMING AND CHILD PORNOGRAPHY DISCOVERY
In September 2017, a disturbing case involving Peter Clark, a 71-year-old resident of Chelmsford, came to light, revealing a pattern of inappropriate behavior and sexual misconduct involving a young girl.Clark, residing at Portreath Place in Chelmsford, was found guilty of engaging in sexual activity with a female under the age of 16, as well as possessing indecent images of children.
His actions prompted a serious legal response, culminating in a court hearing at Chelmsford Crown Court.
During the proceedings, it was disclosed that Clark had previously been warned by the victim’s family about his inappropriate conduct, particularly concerning the way he would kiss the girl goodbye.
The victim, a 13-year-old girl at the time, had been going out with friends and occasionally returning home late, which her mother had discussed with Clark.
Despite being told that her mother was aware of her outings, Clark had expressed concern and offered to look out for her, which was a prelude to the subsequent assault.
On June 7 of the previous year, as the girl was walking home from school, she unexpectedly encountered Clark.
He greeted her with a remark referencing a kiss she had given him on her birthday, saying, “Thanks for the kiss,” and then proceeded to comment, “you must be the best kisser in your year.” He inquired whether she had any boyfriends, to which she responded negatively, and then explained she needed to go home.
Clark offered her a lift, which she declined, but then he leaned forward and forcibly kissed her, inserting his tongue into her mouth.
The girl struggled to pull away, but Clark held her shoulders and drew her closer.
Fortunately, she managed to escape his grasp and hurried home, where she confided in her mother about the incident.
Following the assault, the girl expressed her fear to police, revealing her anxiety about encountering Clark again on her way to school in the days that followed.
When authorities visited Clark’s residence on June 9, they seized two laptops that contained a total of 48 indecent images of children, categorized as two in the most severe category A, 25 in category B, and 21 in category C.
The investigation also uncovered that Clark had actively searched for images of children similar in age to the victim, indicating a disturbing interest in minors.
During police interviews, Clark denied any sexual misconduct, claiming that the kiss was a non-sexual, normal gesture of farewell.
He stated, “I think I know what you are talking about but nothing happened.
I hold my hands up but there is nothing in it,” attempting to downplay the incident.
Authorities also discovered a diary kept by Clark, which detailed the victim’s movements and half-term dates.
Clark claimed that he was monitoring her for her own good, asserting that this was part of an agreement with the girl’s mother, a claim that her mother denied.
Judge Turner addressed Clark directly during sentencing, emphasizing the gravity of his offenses.
The judge described Clark’s actions as shameful and exploitative, especially considering the significant age difference—Clark was 70, and the victim was only 13.
The judge condemned Clark for crossing boundaries that should never have been breached, including his detailed tracking of the girl’s whereabouts.
The court rejected Clark’s claim that he was merely “looking out for her,” characterizing his behavior as a form of stalking.
While acknowledging that the quantity of child images found on Clark’s devices was relatively small compared to other cases, the judge highlighted that even this limited material demonstrated a concerning interest in children and young people.
The breach of trust and the gross disparity in age were considered serious aggravating factors.
Clark’s guilty plea spared the victim from the trauma of a trial, but the court noted that since his arrest, he had not reoffended and had a decent work record, with some health issues.
Ultimately, Clark was sentenced to nine months in prison, suspended for two years, for the sexual activity with a minor.
Additionally, he received a concurrent three-month sentence for possessing indecent images of children, also suspended for two years.
As part of his rehabilitation, Clark will participate in the Horizon sexual offenders’ treatment program.
He was also issued a Sexual Harm Prevention Order lasting six years, which requires him to notify Essex Police of any social contact with individuals under 18.
Clark is to register as a sex offender for ten years, complete 25 days of rehabilitation activities, and pay £300 in prosecution costs within 28 days.
