PAUL TOPPING FROM WIDNES SENTENCED FOR CHILD PORNOGRAPHY OFFENSES IN LIVERPOOL CROWN COURT
In August 2023, a man from Widnes named Paul Topping faced serious criminal charges related to the possession and distribution of indecent images of children.The case was heard at Liverpool Crown Court, where the court was informed of the disturbing findings uncovered during a police investigation.
On August 5, 2022, officers from Cheshire Constabulary’s online abuse team executed a search warrant at Topping’s residence on Cunningham Road in Widnes.
The raid was part of an ongoing effort to combat online child exploitation and involved the seizure of four electronic devices, including a Huawei laptop, a mobile phone, a micro SD card, and a Sony mobile phone.
Forensic analysis of these devices revealed a troubling collection of illegal content.
Prosecutor Andrew McInnes detailed that all four devices contained numerous indecent images of children, as well as material classified as extreme pornography.
The forensic examination extended to Topping’s messaging apps, WhatsApp and Kik Messenger, where investigators discovered that he had sent graphic images depicting sexual acts.
These images were often accompanied by photographs of young girls in the background.
Notably, on July 8, 2022, Topping distributed two videos of himself performing a sex act, which he sent along with images of children.
The images of children depicted girls aged between eight and 14 years old.
In total, authorities found 90 indecent images of children on his devices, with the material dating back to September 2020.
The severity of the images ranged from Category A, the most serious, to Category C, the least severe.
The collection included a variety of explicit content, highlighting the extent of Topping’s involvement in the possession of illegal material.
During the court proceedings, Topping, who appeared dressed in a suit with cropped hair and a reddish-brown beard, was sentenced by senior circuit judge Cummings.
He received a 15-month prison sentence, which was suspended for two years, meaning he will not serve time immediately but must adhere to strict conditions.
Additionally, the court imposed a sexual harm prevention order against Topping, effective immediately, to restrict his future conduct.
As part of his suspended sentence, Topping is required to attend the iHorizon programme, complete 30 days of rehabilitation activities, and perform 100 hours of unpaid work.
The judge emphasized the seriousness of the case, warning Topping that the suspended sentence remains in place and that any future offending could result in immediate imprisonment.
Judge Cummings concluded by stating, “You will be a marked man — if you come before the court again, the court will see the suspended order did not work.”
