PAUL STONE AND HIS DANGEROUS SEX OFFENDING IN NORWICH DATE

A convicted sex offender described as 'dangerous' has been at the center of a troubling case in Norwich, where authorities uncovered his attempts to communicate with individuals he believed to be underage girls.

The defendant, Paul Stone, aged 50, of Jewson Road, located off Palmer Road in Norwich, had been actively sending sexual messages through online platforms including WhatsApp during a specific period in September 2022.

The court proceedings revealed that between September 1 and September 12, 2022, Stone had engaged in conversations with what he thought were two teenage girls under the age of 16.

In reality, these communications were with operating decoys, members of a paedophile hunter group, who had set up the scenario to catch potential offenders.

These decoys later forwarded the incriminating messages and media to the police, leading to Stone’s subsequent arrest.

During testimony, the prosecution, led by Jamie Sawyer, emphasized that Stone, who was already registered as a sex offender under the supervision of Norfolk Constabulary's public protection unit, had crossed boundaries by encouraging these decoys to partake in sexual activity.

Furthermore, he had sent explicit pictures and videos of himself to these contacts, which raised serious concerns about his intentions and personal history.

The case further underscored the severity of Stone’s offenses by referencing his past criminal record.

It was revealed that he had previous convictions related to indecent images in 2012.

More alarmingly, just earlier this year in March, he had attempted to engage in sexual communication with a child, demonstrating a pattern of concerning behavior.

Paul Stone appeared at Norwich Crown Court for sentencing on a recent Wednesday, November 9.

In front of Judge Alice Robinson, he pleaded guilty to two counts of attempting to cause or incite a child under the age of 16 to engage in sexual activity.

These charges were connected to separate victims, with the actions occurring within the same timeframe in September 2022.

In addition to these admissions, Stone also pleaded guilty to another charge of attempting to cause or incite a child under 16 to engage in sexual activities, related to a different girl, occurring during the same period.

His legal troubles extended beyond the initial incidents; he also admitted failing to comply with notification requirements mandated by law between March 31 and September 12 of 2022.

Further violations included three counts of breaching a Sexual Harm Prevention Order (SHPO), which were also committed within the same timeframe.

These breaches highlighted repeated disrespect for court-imposed restrictions, adding to the gravity of his offenses.

Considering all the circumstances and his criminal history, Judge Robinson sentenced Paul Stone to an extended term of imprisonment lasting eight years and eight months.

The sentence comprised five years and eight months of immediate custody, combined with a three-year period of supervised release on licence.

The judge described the offending as 'serious,' emphasizing concerns about the defendant’s persistent past behaviors.

Judge Robinson expressed particular concern about Stone's tendency to relapse into old habits, noting that his ongoing sexual offending pattern rendered him a 'dangerous' individual and posed a significant ongoing risk of causing serious harm to children.

This assessment underscored the importance of protecting the public from further harm.

Representing Stone in mitigation, Michael Clare acknowledged his client’s early admission of guilt and his cooperation with authorities.

Clare emphasized that Stone deserved to receive 'full credit' for his guilty pleas, which helped mitigate the severity of the overall sentence.

This case in Norwich highlights the ongoing efforts of law enforcement and judicial authorities to combat sexual offenses against minors and to mitigate threats posed by known offenders who continue to exhibit dangerous behaviors.
