In May 2015, a disturbing case emerged involving Paul Simmons, a 45-year-old man whose actions have sent shockwaves through the community of Nelson.

Simmons was found to have downloaded and stored over 100 highly disturbing videos and images depicting child sexual abuse, a revelation that has raised serious concerns about the safety and well-being of vulnerable children.

The investigation was triggered when police executed a raid at Simmons' residence on Derby Street, Nelson.

During the search, authorities uncovered a collection of illicit material stored on a computer.

The content was classified as extremely graphic and disturbing, including videos and images involving children as young as four years old.

Simmons, who was living with his teenage daughter at the time, was taken into custody and subsequently faced multiple charges.

In court proceedings held at Burnley Crown Court, Simmons pleaded guilty to eight counts of making and possessing indecent images of children.

The charges spanned material obtained in February and March of the previous year.

The images were categorized into different levels of obscenity, with 48 images rated as Category A, indicating the most severe and explicit content.

An additional 31 images fell into Category B, and 27 were classified as Category C, which is still considered highly inappropriate and illegal.

Prosecutor Stephen Parker detailed the severity of the case, stating, “The vast majority of the material was recovered from an IBM ThinkPad.

I would prefer not to describe the explicit nature of these images, but they featured victims as young as four years old, with most victims being around 12 or 13 years old.

Several images involved children younger than that.” Simmons, who has no prior criminal record, initially denied accessing the illicit material during police interviews.

He claimed that he believed the files would not be discovered because he had deleted them from his device.

However, the evidence proved otherwise.

Simmons also expressed confusion and remorse, asking, “Why do people make them?

I know it is sickening but I do not put them up there.

I do not keep them.” During the court hearing, Simmons' defense lawyer, Philip Holden, argued that his client deserved a reduced sentence due to his early guilty plea and his previously good character.

Holden emphasized that Simmons suffers from mental health issues and alcoholism, which he suggested should be addressed through treatment rather than incarceration.

“His mental-health problems are not a justification or an excuse,” Holden stated, “but addressing his alcoholism through treatment and supervision would be a more constructive approach to protect the public in the future.” Judge Tania Griffiths QC, acknowledging the circumstances, sentenced Simmons to eight months in prison, suspended for two years.

The court also ordered Simmons to participate in a 12-month alcohol treatment program and placed him under a two-year supervision order.

Additionally, Simmons was issued a Sexual Harm Prevention Order for ten years and was required to pay a victim surcharge of £100.

The judge warned that the reasons behind Simmons' actions are deeply concerning and emphasized that any breach of the court's orders could result in immediate imprisonment, underscoring the seriousness of the case and the importance of safeguarding children from such exploitation.
