In a disturbing case that has shocked the community of Deal and the wider Kent region, Paul Cosier, a senior chief immigration officer, has been sentenced to a decade behind bars for a series of heinous crimes involving child exploitation and abuse. The 51-year-old, who previously resided on Clifford Gardens in Deal, was found guilty of possessing and distributing a staggering collection of over 10,000 indecent images of children, some of which were classified at the most severe levels of severity.
Cosier’s criminal activities extended beyond mere possession. He pleaded guilty to 17 separate charges, including one count of raping a child under the age of 13. The court heard that his actions were not isolated incidents but part of a pattern of disturbing behavior that included taking indecent photographs of children, distributing such images, and engaging in sexual abuse.
During the sentencing at Canterbury Crown Court, Judge Adele Williams described Cosier’s conduct as exceptionally grave, emphasizing that no amount of justification could mitigate the severity of his crimes. The court also ordered him to sign the sex offenders’ register for life and prohibited him from working with children ever again.
Following the case, Detective Inspector Matthew Long from Kent Police’s public protection unit issued a statement condemning Cosier’s actions. He stated, “Compiling and distributing a sickening collection of over 10,000 indecent images of children was clearly not enough for this man. He has continuously interacted with other like-minded people and discussed the sexual abuse of children. Cosier has not only gone on to commit serious sexual abuse of a young vulnerable child but took photographs of this horrific act. The sentencing reflects the severity of his actions.”
The charges against Cosier included one count of raping a child under 13, ten counts of distributing indecent images of children, three counts of taking indecent images, two counts of making indecent images, and one count of possession of indecent images. Authorities discovered a total of 11,954 images on his devices, some of which were classified at the most serious level, indicating the extreme nature of his offenses.
His arrest last year followed a referral from the Metropolitan Police, which prompted an investigation by Kent Police. During the investigation, Cosier was suspended from his duties as an immigration officer, reflecting the breach of trust inherent in his position. Det Insp Long highlighted the shocking nature of the case, noting, “This man was believed to be of good character, working in a position of trust. Clearly he has betrayed that trust. I hope that this highlights to everyone that this type of offender can come from any social background and is not restricted to a stereotypical criminal. Everyone should be aware that this horrendous type of offence is happening and should report any suspicious activity to police.”
