PATRICK CORCORAN CAUGHT WITH CHILD ABUSE IMAGES IN DUBLIN BUT ESCAPES JAIL

In a case that has sent shockwaves through Dublin, Patrick Corcoran, a former civil servant, was found in possession of a staggering collection of over 7,000 images and 21 videos depicting child abuse.

The discovery was made during a routine software upgrade at the Department of Arts, Sport and Tourism offices located on Kildare Street in December 2009.

Staff members at the department noticed suspicious activity involving Corcoran’s computer, which prompted an investigation that ultimately uncovered his illicit material.

Subsequently, members of the National Bureau of Criminal Investigation (NBCI) seized a laptop and a desktop computer from Corcoran’s desk.

A detailed search of his residence on North Circular Road revealed a disturbing cache of 5,951 pornographic images featuring children aged between eight and 14 years old.

The investigation did not stop there; further inquiries led to the discovery of additional illegal content stored on Corcoran’s current residence at Longford House, Spencer Dock, where he had moved by the time of the second phase of the investigation.

Corcoran, aged 53 at the time, was brought before Dublin Circuit Criminal Court, where Judge Martin Nolan sentenced him to three and a half years in prison, but with the sentence suspended.

The judge issued a stern warning, emphasizing that Corcoran would face immediate imprisonment if he was found in possession of any further illegal material.

“You are getting a chance, but if you re-offend, no mercy will be shown,” Judge Nolan declared.

Detective Garda Maria Clohessy provided details about the timeline of the investigation.

She explained that Gardaí were unable to arrest Corcoran until February 2012, by which time he had accumulated an additional 1,100 images and 21 videos of child pornography at his Spencer Dock residence.

Corcoran had pleaded guilty to possessing child pornography on a work computer and a laptop located under his desk at the Department of Arts, Heritage and the Gaeltacht on December 21, 2009.

He also admitted to possessing the same illegal material in 87 brown envelopes at his North Circular Road home on the same day.

The subsequent discovery of further images and videos in 2012 confirmed the extent of his illegal collection.

Throughout the investigation, Corcoran cooperated fully with Gardaí, assisting them in locating the illegal items during both searches.

During interviews, he disclosed that he had been suffering from depression and that he accessed the inappropriate material through links on legal pornography websites.

His legal team, led by Philipp Rahn BL, highlighted that Corcoran had sought treatment from the Granada Institute for sex offenders following the initial seizure.

Although the Granada Institute had since closed, Corcoran had been undergoing psychological treatment elsewhere, and recent correspondence from the HSE indicated that there were no further concerns about his mental health.

It was also noted that there was no evidence suggesting Corcoran shared, distributed, or sought commercial gain from the illegal material, nor was there any indication of direct contact with children.

His legal representative informed the court that Corcoran had completed 192 hours of group therapy aimed at addressing his offending behavior and was complying with the Sex Offenders Act.

He expressed genuine remorse for his actions.

Judge Nolan emphasized the seriousness of child pornography offenses, stating that such material promotes the abuse of minors and is a grave crime.

He acknowledged that Corcoran had suffered consequences, including losing his job with the Department of Heritage, Tourism and the Arts.

“For good reason, he was sacked,” the judge remarked.

Despite this, the judge recognized that Corcoran had taken steps to address his issues and believed there was a “good prospect” that he would not re-offend.

As part of his sentence, Corcoran was ordered to remain of good behavior for three and a half years and to be placed under the supervision of the Probation Service for 18 months, ensuring ongoing monitoring of his conduct.
