In March 2014, a disturbing incident unfolded at the renowned Madame Tussauds wax museum in London, involving a 42-year-old Algerian man named Ouldkount Balabbas.

The man, who was living illegally in the United Kingdom, committed a heinous sexual assault against an eight-year-old girl inside the gift shop of the popular tourist attraction.

This case has drawn significant attention due to the nature of the crime, the offender’s background, and the subsequent legal proceedings.

According to court reports, Balabbas approached the young girl while she was shopping for her mother’s upcoming birthday present.

The girl had been in the process of deciding how to spend her pocket money when the suspect took advantage of the situation.

He managed to lead her away from her mother and into a less visible corner of the gift shop, where he engaged in inappropriate conduct.

Witnesses and CCTV footage confirmed that Balabbas had spent a considerable amount of time in the museum’s coffee and gift shop areas on August 5 of the previous year, seemingly without purpose, which raised suspicions about his intentions.

During the attack, Balabbas pinned the child into a secluded alcove, a spot not fully covered by surveillance cameras.

The court heard that he initially engaged her in conversation, offering praise and attempting to appear harmless, possibly to gain her trust.

The judge described his actions as highly predatory, emphasizing that he had been a frequent visitor to Madame Tussauds prior to the incident.

Once he had the girl cornered, he began touching her chest and sexually assaulting her, actions that were interrupted only when a group of Venezuelan tourists intervened and stopped him.

Following the intervention, Balabbas fled the scene but was quickly apprehended two days later near the museum.

The police investigation revealed that he had a history of following women and girls in the vicinity of Madame Tussauds, indicating a pattern of predatory behavior.

The authorities also discovered that he had entered the UK illegally and had been living under the alias Xavier Garrero.

Despite his illegal status, he had not initially claimed asylum at the time of his arrest, although he later submitted an application, which is currently under review.

During the court proceedings, the prosecution highlighted that Balabbas was known to immigration authorities and had failed to sign in or make any asylum claim until after his arrest.

His defense argued that he intended to return to Algeria after serving his sentence, asserting that he had no prior convictions of a violent or sexual nature and that he was experiencing personal hardships, including injuries from a recent assault and homelessness.

Judge Alistair McCreath sentenced Balabbas to five years in prison for the sexual assault of a child under 13 and for abducting the young girl.

The judge described him as a dangerous offender, emphasizing the need for an extended sentence for public protection.

Upon release, he will serve an additional eight years on extended license.

The court also imposed a sexual offences prevention order, prohibiting him from contacting or working with children under 16 and from engaging in conversations with minors.

The incident has had profound effects on the victim and her family.

The girl’s mother submitted a statement expressing her daughter’s loss of confidence and her increased wariness of men, especially those of certain ethnic backgrounds.

The girl, now ten years old, has been left with emotional scars, feeling guilt, shame, and fear, which her mother described as a significant blow to her trust in others.

The court praised the girl’s resilience and her courage in giving evidence during the trial.

Detective Constable Liz Clements of the Metropolitan Police described Balabbas as a dangerous individual, noting that CCTV footage showed him following women and girls of various ages prior to the attack.

Despite the severity of his crimes, the Home Office has not confirmed whether he will be deported, although policies generally allow for the deportation of non-European Economic Area nationals sentenced to more than a year in prison, unless human rights considerations intervene.

The case has sparked debate about the effectiveness of deportation policies and human rights challenges faced by authorities in removing convicted offenders from the UK.
