A man known as Neil Shorter, who engaged in a series of disturbing sexual misconducts in and around Oxford, has been sentenced to prison following a series of frightening incidents that culminated in public acts of indecency and assault.

The troubling pattern of behavior included inappropriate touching, lewd remarks, and attempted sexual assaults, all occurring in broad daylight before surveillance cameras in well-populated areas of Oxford and nearby Didcot.

Shorter’s troubling history includes multiple offenses at a state hospital and in public places.

He initially made headlines due to his inappropriate conduct at Littlemore Hospital, where he was detained under a court order for previous sexual offenses.

While institutionalized, he targeted staff members, including a care worker he made uncomfortable through a combination of leering and suggestive comments.

The hospital staff observed Shorter licking his lips and making inappropriate remarks directed at them, creating an intimidating environment.

On April 27 of the previous year, Shorter, during an administrative check before being allowed out on hospital-approved leave, physically assaulted a female staff member by grabbing her bottom.

His aggressive behavior did not cease there.

Two months later, on June 26, he disregarded warnings and entered a sports equipment cupboard at the hospital, pushing past the same victim in what was later accepted as a form of sexual assault.

This indicates a pattern of escalating misconduct during his mental health treatment period.

The most alarming incidents occurred after his discharge from Littlemore Hospital.

In the early hours of November 30, less than a week after being released, Shorter was caught on CCTV in Oxford’s Cornmarket area, fixated on a woman, and subsequently made a physical grab at her leg while she was unaware.

Later that same day, he was captured inside a charity shop in Didcot.

Visual footage showed him staring intensely at female shoppers, targeting women with his gaze, and ultimately attempting to assault a lone woman.

His behavior in the store was aggressive, and he seemed to seek out vulnerable individuals.

Shorter, who resides on Woodstock Road in Oxford, pleaded guilty to three counts of sexual assault and one count of attempted sexual assault at magistrates’ court.

His legal history includes a prior incident in Falmouth in 2021, when he was convicted of sexually assaulting a woman, which adds a concerning layer of persistence to his offending pattern.

During the sentencing hearing at Oxford Crown Court, prosecutor Matthew Knight detailed Shorter’s series of offenses.

He explained how the initial assault at Littlemore Hospital involved Shorter making both staff and other patients uncomfortable through repeated leering, lip licking, and suggestive comments.

The first assault on a staff member occurred as she checked on him for hospital leave, and two months later, he entered restricted areas and committed a sexual assault by touching her inappropriately.

After being discharged from hospital, Shorter’s predatory behavior intensified, with CCTV footage clearly showing him fixating on women and making physical moves to assault them in public places.

The incidents at McDonald’s in Cornmarket and in the Didcot charity shop both took place on November 30 last year, demonstrating a clear pattern of targeting solitary females in busy locations.

In court, Judge Ian Pringle KC sentenced Shorter to 18 months in prison.

The judge expressed the view that while some might advocate for treatment rather than incarceration, Shorter’s previous experiences with mental health interventions had not changed his offending behavior.

The judge emphasized the necessity of protecting the public and noted that only a custodial sentence could adequately address the threat posed by his ongoing conduct.

The defense had argued for a suspended sentence coupled with community-based supervision, citing Shorter’s apparent mental health struggles, which included early signs of dementia and alcoholism.

However, Judge Pringle was unpersuaded, asserting that a prison sentence was the only appropriate measure at this time to prevent further harm and ensure public safety.

This case highlights the ongoing concerns surrounding sexual misconduct in public spaces and underscores the importance of vigilant law enforcement and mental health intervention efforts to prevent individuals from harming others in such brazen and alarming ways.
