MUSTAFA NARO ALI SENTENCED IN PORTSMOUTH FOR MULTIPLE SEXUAL OFFENCES AND ASSAULT

A known serial sex offender with a disturbing sense of entitlement caused severe trauma to a vulnerable woman after subjecting her to rape and sexual assault.

Mustafa Naro Ali, 30, exploited the woman upon seeing her on the street, approaching her and arranging to pay £20 for sex.

Once inside his flat, Ali's aggressive behavior turned violent as he attempted to rip off her clothes and treat her like a ragdoll, leading her to cry and sustain internal injuries.

The pre-sentence report highlighted that Ali showed little regard for his victims, referring dismissively to her as simply a sex worker.

Ali, who currently has no fixed address but was formerly of East Street, was sentenced to 10 years in prison at Portsmouth Crown Court on Friday, March 18.

Recorder Simon Foster described him as dangerous.

Ali had previously been convicted at Swindon Crown Court of one count of rape and one count of sexual assault in a trial last year.

Prosecutor Rob Welling recounted that the victim, an addict of alcohol and heroin, encountered Ali near his address in April 2021 while collecting a debt.

Ali quickly deduced she was a sex worker and proposed sexual activity for £20.

They went to his flat, and almost immediately after being alone, Ali tried to remove her clothes and was aggressive, causing her to protest and cry.

When he left, he told her he was going to get more alcohol.

Welling emphasized that Ali exploited the victim because of her appearance and drug use, asserting his belief that paying gave him the right to have sex regardless of her consent.

His attitude was confirmed by a pre-sentence report writer.

The court also learned of Ali’s previous offenses, which include inappropriate conduct toward minors, public masturbation, and pressing himself against women in public places.

Prosecutor Welling concluded that Ali was unable to control his sexual urges and showed a blatant disregard for his victims.

The victim provided a heartfelt statement, expressing feelings of disgust and shame: "What happened to me made me feel disgusting and awful.

I was scared to report it because I felt ashamed.

My life is a mess, and I work on the street.

I thought the police wouldn’t believe me and I’d be laughed out of court.

But the verdict made me feel I have some worth as a human being.

It has reminded me to stay positive and focus on recovery." During sentencing, Recorder Foster noted that Ali’s aggressive behavior led the victim to withdraw consent.

He said: “The ongoing effects of what you did are clearly evident.

She was clearly in a vulnerable state.

Your past records show a troubling pattern.

The author of the pre-sentence report assessed you as a very high risk of causing serious harm to the public, specifically through sexual violence.” Ali continued to deny penetration during police interviews and trial, claiming consent and dismissing the woman as just a sex worker.

He acted out of a perverse sense of entitlement—attitudes that are unacceptable to honest members of society.

In addition to his 10-year sentence for the 2021 offenses, Ali received separate sentences for assaulting a prison officer at HMP Bullingdon in 2020 by hitting him with a mop and biting his shoulder, which led the officer to seek alternative employment.

He was sentenced to an additional 1 year and 6 months for assault occasioning actual bodily harm and assaulting an emergency worker, to be served consecutively.

The total sentence sums up to 10 years in prison.

Upon release, Ali will be subject to an extended license period of four years and a sexual harm prevention order.
