A man identified as Mark Whalley, aged 71, has been sentenced to prison after a disturbing case involving child abuse and the planning of sexual assault on a 12-week-old baby in Manchester was uncovered.

The incident highlights the ongoing efforts of law enforcement agencies to combat child exploitation and protect vulnerable victims.

The case came to light following a detailed investigation conducted by the National Crime Agency (NCA), which was initiated after receiving crucial intelligence from Norwegian law enforcement authorities.

This international cooperation played a vital role in uncovering Whalley's sinister intentions and illegal activities.

According to the NCA, Whalley was apprehended in a hotel located in the heart of Manchester city centre during an undercover operation.

Remarkably, he was detained before he could even step into the lift in the hotel’s foyer area.

It is important to note that no child was present at the hotel during his arrest.

During questioning, Whalley claimed that he was at the hotel to have an affair, attempting to dismiss the serious allegations against him.

However, he ultimately pleaded guilty to multiple charges related to child abuse and possession of indecent images.

Whalley, who resides at Wharf Close in Manchester city centre, was subsequently sentenced to six years and eight months in prison for his crimes.

The investigation revealed that Whalley had engaged in online discussions concerning his sexual interest in children under the age of 12.

These conversations took place on an encrypted digital platform, which he used to share indecent images of children with other users.

The NCA stated that he had also described extreme forms of abuse he wished to commit, indicating a clear and dangerous intent.

Further evidence uncovered during the inquiry showed that Whalley had used this online platform to communicate with an individual claiming to have access to a baby.

The discussions included plans for a meeting, raising grave concerns about the potential for harm.

The NCA emphasized that Whalley was arrested before he could carry out any physical act of abuse.

In a detailed statement, the NCA explained that Whalley was detained on suspicion of child abuse offences before he could enter the hotel lift.

Initially, he denied any wrongdoing, attempting to portray his actions as part of an affair.

However, he later admitted to making and distributing indecent images of children and was charged with additional offences, including arranging a child sex offence.

The charges against Whalley encompass arranging to abuse a child, two counts of creating indecent images of children, possession of extreme pornographic material, and three counts of distributing indecent images of children.

These offences are linked to a separate investigation in 2021, during which indecent images were recovered from his electronic devices.

Whalley's guilty pleas and subsequent sentencing took place at Manchester Crown Court on October 23, 2023.

Daniel Waywell, the NCA Operations Manager, described Whalley as 'a dangerous offender who had clear intentions.' He emphasized the importance of collaborative efforts between UK and international law enforcement agencies in apprehending such offenders.

Waywell stated, 'As a result of close collaboration with colleagues here in the UK and overseas, we were able to intervene and arrest him, and he will now spend years behind bars for his crimes.' The NCA reaffirmed its commitment to safeguarding children from sexual abuse, highlighting the importance of identifying and prosecuting individuals who pose the highest risks.

This case underscores the ongoing need for vigilance and international cooperation in the fight against child exploitation.
