In a disturbing case that has shocked the communities of Bromley and Fleet, Hampshire, Mark Collins, a former police officer, has been sentenced to prison after attempting to engage in sexual activities with a 13-year-old girl through online messaging. The incident, which came to light after a police sting operation, revealed Collins's disturbing intentions and inappropriate conduct.
It was in November 2019 that Collins, then a serving officer at Bromley police station, began communicating with the young girl via the Kik Messenger app. Unbeknownst to him, he was actually speaking to undercover police officers. During these exchanges, Collins sent highly sexualized messages, including comments about her physical development, as well as references to his own 'naughty urges' and feelings of being 'horny.'
Further compounding his misconduct, Collins sent explicit photographs of his genitalia while he was on holiday in Malta. His messages were of a clearly sexual nature, and he appeared to believe he was communicating with a minor. The court was told that some of these messages were sent during times when Collins was scheduled to be at work, although prosecutor David Povall clarified that this could not be legally proven.
On November 26, 2019, Collins was arrested at Bromley police station. Following his arrest, he faced multiple charges, including attempting to incite a child to engage in sexual activity and attempting to communicate sexually with a minor. Collins admitted to one count of attempting to incite a child to engage in sexual activity and six counts of attempting to engage in sexual communications with a child.
Judge Mark Lucraft QC sentenced Collins to two years and four months in prison. The judge described the messages as being of a 'highly sexualized nature' and emphasized that many of the messages explicitly detailed Collins's sexual fantasies and feelings towards the girl’s naked body. The judge stated, “It is clear many of the messages you sent are explicit, setting out what you were imagining, your sexual feelings towards her naked body. It is clear from the content and tone that the messages were sent for the purposes of obtaining sexual gratification.”
Following his arrest, Collins resigned from the Metropolitan Police Service. A disciplinary hearing found that he had committed gross misconduct, and it was confirmed that he would have been dismissed if he had still been a serving officer. Additionally, Collins was issued a Sexual Harm Prevention Order and a notification requirement that will remain in effect for ten years.
In a related case in January 2021, Collins, aged 57, faced further allegations. A Metropolitan Police detective from the Southern Area Command Unit, Collins admitted to attempting to groom a young girl for sexual activity. He pleaded guilty to seven charges, including attempting to cause or incite a girl aged 13–15 to engage in sexual activity, with some of the offenses occurring while he was on duty. Collins also admitted to sending explicit photographs of himself to the girl, complimenting her attractiveness, and asking about her sexual urges. He urged her to delete the messages and photographs, and even incited her to perform a sex act on herself for his viewing pleasure.
The court heard that some of these offenses took place while Collins was on duty, between November 9 and November 26, 2019. The Metropolitan Police’s Directorate of Professional Standards is currently conducting misconduct proceedings, and Collins remains suspended pending further action. He is scheduled to be sentenced at the Old Bailey at a later date, with the outcome yet to be announced.
