EXETER MAN LUKE ORR SEXUALLY ABUSES 13-YEAR-OLD GIRL ON INSTAGRAM AND SNAPCHAT
In September 2018, a disturbing case emerged involving a man from Exeter, identified as Luke Orr, who engaged in a series of inappropriate and criminal acts against a young girl he met through social media platforms.Orr, aged 21 at the time, had established contact with the 13-year-old girl via Instagram, where their online interactions quickly escalated.
The communication continued through Snapchat, during which they exchanged messages that eventually led to plans for a face-to-face meeting in Exeter.
According to court reports, Orr and the girl arranged to meet in Exeter, where he proceeded to kiss and cuddle her.
The situation took a more troubling turn when Orr, during the visit, put his hand down her trousers after she invited him back to her home to watch videos while her parents were out.
The girl, who was still a minor, was subjected to sexual assault by Orr, an act that has had profound and lasting effects on her mental health.
The victim later provided a personal statement describing her emotional state following the assault.
She expressed feeling 'broken' and detailed her ongoing struggles with anxiety and depression, which she attributes directly to the trauma inflicted by Orr.
Her statement highlighted the severe impact of the incident on her life, emphasizing her need for counseling and mental health treatment to cope with the aftermath.
Legal proceedings followed, and Orr was brought before Exeter Crown Court.
Judge Timothy Rose imposed a Sexual Harm Prevention Order (SHPO) that explicitly banned Orr from any contact with females under the age of 16.
The court also rejected the prosecution's request to specifically prohibit Orr from using Snapchat, as the existing order already covered this platform.
Orr pleaded guilty to two counts of sexual activity with a child.
In addition to the SHPO, he was ordered to participate in a sex offenders’ treatment program and complete 40 hours of rehabilitation activities as part of a three-year community order.
He was also placed on the sex offenders’ register and the SHPO was set to remain in effect for five years.
During the sentencing, Judge Rose addressed Orr directly, stating, “Your contact on the internet was the background but the way this developed was very much to do with your own personal difficulties.
The reason these offences are serious are because there was a five-year age gap.
This relationship should never have happened and was very damaging to her.
You put your hand under her clothing and that was very disturbing and has proved extremely problematic to the victim and caused her great harm.
She was very young and not equipped to deal with this intrusion to her body.
She said in her victim personal statement how it had interrupted and blighted her life.
She has been left in a very dark place and it is impossible to say how long that will persist.” Prosecutor Mr.
Simon Burns confirmed that Orr was aware of the girl’s age by the time he committed the offences.
The court heard that Orr and the girl met online, and during one of their meetings, she was wearing her school uniform.
The most serious incident occurred when they were alone at her house, watching television, during which Orr put his hand inside her trousers, an act that caused significant distress and trauma to the young victim.
The girl’s victim statement revealed her ongoing suffering, stating she has endured three years of depression, feels 'broken,' and longs to return to a normal teenage life.
The case underscores the dangers of online interactions and the devastating consequences that can arise from inappropriate relationships between adults and minors.
