03/09/2025 SEX OFFENDER’S SMARTPHONE A convicted sex offender from Fife has been re-incarcerated after being detected using an unapproved mobile device at Morrisons.

Liam Russell, classified as a 'high risk' individual, appeared via video link from HMP Perth at Kirkcaldy Sheriff Court to admit a breach of his Sexual Harm Prevention Order.

This order, enforced in January, required him to report all internet-enabled devices to police.

Authorities believed Russell, aged 28, only possessed an outdated Nokia phone that couldn't connect online and a damaged Samsung device.

Yet, he was observed operating a smartphone on supermarket CCTV, prompting officers to search his council residence in Reid Place, Glenrothes, on July 19.

They discovered an undisclosed iPhone along with a smart TV.

Solicitor Martin McGuire stated that since his client’s previous release from prison, Russell has worked as a manual labourer and in a furniture yard.

He acknowledged his client's criminal record and noted that Russell had failed to disclose the mobile phone as required.

Russell, who has previously served four prison sentences for sexual offences, was sentenced to 20 months by Sheriff James Williamson.

The sheriff highlighted Russell's repeated failure to comply with safety measures, saying, “You’ve a history of failing to comply with orders put in place to protect the public.” His past offences include grooming a 15-year-old girl online at age 18 and traveling 150 miles to meet her at her Ross-shire school.

He then fondled the girl in the school bike sheds before she entered class.

In 2022, Russell was again jailed for following teenagers around Glenrothes.
