KEVIN LOCKHEAD'S SHAMEFUL CRIMES IN GLASGOW AND JERSEY LEAD TO 18-MONTH PRISON SENTENCE

In a case that has shocked the community and highlighted ongoing concerns about public safety, Kevin Lockhead, a 51-year-old man from Glasgow, was sentenced to 18 months in prison for multiple incidents of indecent exposure.

The court proceedings took place in Jersey’s Royal Court, where Lockhead was found guilty of the charges despite a prior conviction and a history of similar offences.

On the evening of Saturday, July 8, 2017, at approximately 8:30 PM, Lockhead committed his offence in a public area near a children’s playground at Westmount.

Witnesses reported that he unzipped his shorts and urinated openly in an area accessible to children and families.

The incident was observed by three teenage girls, aged 15, who were sitting on swings about seven meters away from him.

The girls noticed Lockhead’s actions and were alarmed when one of them shouted, “..what are you doing?” prompting him to leave the scene.

The court heard during the sentencing hearing on December 15 that one of the teenage girls recognized Lockhead from a previous incident at West Park bathing pool in 2015, where he had also indecently exposed himself.

Following that earlier offence, Lockhead was sentenced to 18 months in prison.

Despite his past, Lockhead claimed that on the night of the latest incident, he had consumed eight cans of lager and was feeling “short,” which he said led him to seek a secluded spot where he believed he would not be seen.

Prosecutor HM Attorney General Robert MacRae emphasized Lockhead’s criminal history, which includes convictions for indecent exposure and acts of masturbation.

The court was informed that Lockhead posed a significant risk of reoffending, with a social inquiry report describing him as “a high risk of sexual re-offending” and noting that he is “sexually motivated by an unhealthy interest in young girls and exposing himself.” Deputy Bailiff Tim Le Cocq, presiding over the case with Jurats Robert Christensen and Geoffrey Grime, stated that Lockhead’s denial of the offence and subsequent trial had caused additional stress for the victims, who had to give evidence in court.

The court underscored its duty to protect young people from such predatory behaviour and emphasized the seriousness of the offence.

As a result, Lockhead was sentenced to 18 months in prison and was ordered not to be within 10 meters of children’s play areas for at least five years.

In addition to the recent conviction, Lockhead’s criminal record includes a series of similar offences.

In August 2015, he was jailed for 18 months after being caught masturbating in front of two young girls at West Park Marine Lake.

On that occasion, he was approximately two meters away from a 12-year-old and a 13-year-old, and later that day, two other young girls, aged 11, also saw him wandering naked from the waist down on the rocks.

When questioned by police, Lockhead initially denied being at the beach but later pleaded guilty after CCTV footage confirmed his presence.

The footage showed him driving towards Le Frégate café, and he was identified by one of the girls in an identity parade.

He also admitted to breaching a previous probation and community service order from April 2014, which involved nine counts of indecent exposure and one count of making indecent images of children.

The police statement underscored the seriousness with which Jersey authorities treat such offences, affirming their commitment to justice and community safety.

The court’s sentence reflects the gravity of Lockhead’s actions and sends a clear message that such behaviour will not be tolerated.

Throughout his criminal history, Lockhead has been linked to over 20 girls who have witnessed his indecent exposures at various locations, including beaches, bus stops, and Liberation Station.

His record includes 21 previous convictions, and he was previously jailed for three months in 2006.

The court’s recent sentencing aims to protect the community and prevent further harm, with Lockhead now facing a minimum of five years of restrictions from being near children’s play areas or young people.
