KEVIN CHAFFEY AND SHOCKING SEX OFFENDER BREACH IN HAMPSHIRE
Kevin Chaffey, a 49-year-old man residing on Meryon Road in Alresford, Hampshire, has been sentenced to prison after he was found to have violated a court-imposed sexual harm prevention order.
Chaffey's criminal history includes a conviction from April 2022, when he was found guilty of importing indecent or obscene materials, as well as creating and possessing indecent photographs or pseudo-photographs of children.
Additionally, he was convicted of possessing extreme pornographic images.
Following his convictions, Chaffey received a 24-month suspended prison sentence, meaning he was not immediately sent to prison but was subject to a ten-year sexual harm prevention order (SHPO).
This order specifically prohibited him from possessing mobile devices unless these devices were registered with the police beforehand.
The purpose of such an order is to restrict the activities of known sex offenders and to help safeguard the community.
However, in September 2022, police officers executed a search at Chaffey’s residence and uncovered an unregistered mobile phone, thus breaching the conditions set by the SHPO.
This violation was taken seriously by law enforcement authorities.
The breach came before Winchester Crown Court on Friday, 21 October 2022, where Chaffey pleaded guilty to violating the terms of his sexual harm prevention order.
The court responded by sentencing him to an additional 28 months of imprisonment, reinforcing the seriousness with which the judiciary views breaches of protective orders designed to keep the public safe.
Officer Gemma Southcott, a member of the Internet Child Abuse Team, commented on the case, highlighting the ongoing danger posed by individuals like Chaffey.
She stated, “Chaffey is a danger to children and the wider public, and this is further evidenced by his complete disregard for the SHPO imposed by the courts.” Southcott emphasized the importance of such orders, noting that they serve to restrict potential risky behavior by known offenders and protect the community.
She further explained, “There are of course individuals such as Chaffey who deliberately ignore what is required of them, and are rightly sent to prison for this.
We take the management of sex offenders incredibly seriously, and invest significant resources into doing so in order to keep the public safe.” Expressing reassurance to the community, Southcott concluded, “I hope this case provides reassurance to people of our commitment to monitoring dangerous individuals in the community, and insuring they are dealt with robustly when they don't comply with what is required of them.”
