In a disturbing case that has shocked the local community, Kevin Brogan, a 35-year-old man from Cairo Street in Sunderland, was officially recognized as a danger to the public following a heinous assault on a five-year-old girl.The incident, which took place in June of the previous year, only came to light three months later when the young victim confided in her mother, prompting immediate police investigation.
During the hearing at Newcastle Crown Court, it was revealed that Brogan had a troubling criminal history.
In 1989, he was sentenced to four years in prison after being convicted of indecently assaulting a young girl at a residence in Southwick, Sunderland.
The court heard that during that earlier offense, Brogan had exposed himself and engaged in indecent acts with the child, further underscoring his pattern of predatory behavior.
Psychological assessments presented during the trial painted a grim picture of Brogan’s mental state.
Experts testified that he was unlikely to respond positively to treatment and posed a significant ongoing threat to society.
Their evaluations led the court to conclude that Brogan’s dangerousness was not only persistent but also severe.
In light of these findings, Judge Guy Whitburn QC made the decisive ruling that Brogan be placed on the Sex Offenders’ Register for life.
Furthermore, the judge ordered that Brogan be committed to a psychiatric hospital indefinitely, emphasizing the seriousness with which the court viewed his potential risk to others.
