Kenneth Rock, a 71-year-old man from Dudley, who had a disturbing history of engaging in child-related sexual misconduct, has been sentenced to prison following his conviction for attempting to exploit a minor online.

His crimes came to light after he was caught in a sting operation conducted by a child protection group, revealing a pattern of depraved behavior that spanned several years.

Rock had a long-standing history of internet searches related to child abuse images, with authorities uncovering a cache of indecent photographs stored within his residence in the Black Country area.

Specifically, investigators discovered a folder labeled "Ken's pics" on a computer tower he kept in a garage shed, which contained 476 indecent images depicting children as young as two.

The search history also indicated that he had been actively searching for child pornography since 2013, just two months prior to his arrest.

His offending was initially brought to public attention when online undercover officers from a child protection organization created a decoy social media account pretending to be a 13-year-old girl on the platform Twoo.

In December 2020, Rock initiated contact with this fake profile, mistakenly believing he was communicating with an underage girl.

During their interactions, he expressed admiration for her appearance, referring to her as "cute" and asking if she had a boyfriend.

As the conversations progressed, he shared inappropriate comments and requests, asking the fictitious girl for more photographs, including images in her school uniform, and making explicit remarks.

Prosecutor Jamie Scott detailed the extent of Rock’s misconduct, noting that he told the decoy girl he doubted her mother would allow them to meet because he would be perceived as a pervert.

He further stated he would teach her how to kiss and described their relationship as a "secret." The court heard that Rock boasted about kissing other teenagers, including a 14-year-old girl at his local social club in Dudley, and expressed desires for her to wear shorter skirts, indicating an ongoing pattern of inappropriate and sexualized communication.

Throughout their three-month online engagement, Rock persistently made lewd comments and expressed a desire to meet her physically.

He claimed that due to COVID-19 restrictions, he could not travel, and later, that he was living in a Tier 3 area, which prevented him from following through on plans to meet.

Despite these excuses, he continued to send sexually charged messages, admitting that he could not stop thinking about their potential meeting and even suggesting he could pick her up from her school.

The investigation culminated in a confrontation at Rock’s residence in Parry Road, Wolverhampton, on November 11 of the previous year.

The operation was notably carried out by the decoy child's protection group, who engaged in what was described as 'impressive amateur detective work.' When officers arrived, Rock’s wife answered the door, and he immediately confessed to his inappropriate communications.

During police interviews on September 29, Rock admitted to his offending, acknowledging that he knew it was wrong and explicitly stating he was attracted to children.

He claimed that part of his motivation stemmed from boredom, explaining that he only messaged the girl because he was feeling unoccupied and denounced any desire to meet up with her.

Nonetheless, authorities found evidence of his intent, including messages on his mobile device and the indecent images stored on his computer.

The police confirmed that Rock had been viewing child pornography involving children as young as two, with searches dating back to his online activity in 2013.

Further personal context was provided during the trial, revealing that Rock has a prior conviction for benefit fraud from twenty years ago and has been impotent since 2017.

His estranged wife had expelled him from their home but they remained in contact, with the possibility of reconciliation.

The prosecution noted that Rock’s social circle had largely abandoned him, and his children and grandchildren had distanced themselves from his behavior.

Defending Rock, attorney Simon Hans suggested that his client’s sexual dysfunction and the breakdown of his marriage contributed to his lapses into these criminal acts, stating that the marriage had become sexless because his wife had lost interest.

Despite these explanations, the court emphasized the gravity of his actions.

In sentencing, Judge Barry Berlin described Rock’s messages as horrifying and highly sexualized.

He sentenced Kenneth Rock to a 16-month term in prison, underscoring the seriousness of the offenses committed in Dudley and Wolverhampton and reinforcing the judiciary’s stance against such appalling conduct.
