Norfolk Man Sentenced and Banned from Approaching Women in Public

A Norfolk man named Kelvin Morgan, aged 47, of Watering Lane in West Winch, has been convicted of unwanted sexual touching of a female over 18 inside a residence on January 17, 2024. He appeared at Chelmsford Crown Court last week and was found guilty, then returned for sentencing on Monday, May 12. Morgan was sentenced to three months in prison, which he has already served since being remanded last year. Additionally, he has been added to the sex offenders register for seven years and received an interim Criminal Behaviour Order (CBO) with eight conditions. Four conditions relate specifically to carers and NHS staff. The order bans Morgan from approaching, touching, or trying to communicate with lone females he previously does not know, except if they are acting in their employment duties or in an emergency. It also prohibits him from asking any lone female to put their hand inside any pocket below the waistline in Norfolk, approaching anyone under 16 without parental consent, or making unsolicited sexual comments, suggestions, requests, or gestures to females in Norfolk. The CBO is in place until a further hearing scheduled for June 13.
