KAMPADI OKPA FROM LIVERPOOL AND MANCHESTER PERMANENTLY STRUCK OFF FOR CHILD PORNOGRAPHY
In a disturbing case that has sent shockwaves through the medical and psychological communities, Dr.Kampadi Okpa, a clinical psychologist with ties to both Liverpool and Manchester, has been permanently disqualified from practicing his profession following a conviction related to the possession of extremely disturbing images involving children.
Back in May 2016, the case against Dr.
Okpa reached a culmination when he was formally struck off the register of qualified practitioners, a decision made by the Health and Care Professions Council (HCPC).
This action was taken after it was established that he had committed serious offenses involving the exploitation of minors through digital images.
Dr.
Kampadi Okpa, aged 60 and residing in Chorlton, Manchester, was found guilty of possessing over 4,000 indecent images of children, some of which depicted the most severe forms of abuse, including penetrative acts by adults on children as young as seven.
The investigation began when police executed a search warrant at his residence on October 7, 2014.
During the search, officers recovered a computer and various electronic devices, all of which were subjected to detailed forensic analysis.
The examination revealed a staggering total of 4,310 indecent images, with 887 classified as the most serious category involving explicit sexual activity.
The images were described as vile and deeply disturbing, highlighting the severity of the offense.
The case was brought before Manchester and Salford Magistrates’ Court, where on April 29, 2015, Okpa was convicted on sixteen counts of making indecent photographs of children, in violation of sections 1(1)(a) and 6 of the Protection of Children Act 1978.
Following his conviction, Okpa was sentenced on May 27, 2015, to a three-year community order.
This included a requirement for him to undergo supervision for three years and to attend the Northumbria Sex Offender Treatment Programme, as directed by probation officers.
Additionally, he was subjected to the Sex Offender Notification Requirements for five years and was placed under a Sexual Harm Prevention Order, which remains in effect until further notice.
The disciplinary panel overseeing his professional conduct emphasized the gravity of his offenses, stating that any lesser sanctions would fail to adequately protect the public or uphold confidence in the profession.
The panel underscored the importance of maintaining trust in practitioners, both in their clinical competence and personal integrity.
Given the nature of his crimes, the panel concluded that the only appropriate and proportionate response was to remove him permanently from the register, thereby preventing him from practicing as a registered Practitioner Psychologist.
This decision was deemed necessary to safeguard the reputation of the profession and to ensure public safety.
