In a disturbing case that spans multiple countries and years, Julian Bertrand, a teacher with a troubling history of sexual offenses, has once again come under scrutiny for his predatory behavior.

Originally from Essex, Bertrand's criminal past includes a conviction for abusing pupils in the United Kingdom, but his subsequent move to France has allowed him to continue his misconduct under the guise of educational roles.

Back in December 2017, Bertrand, aged 37 and residing in Paris, was identified as a convicted paedophile who had previously been sentenced to six years in prison in the UK.

His crimes involved sexual offenses committed against two students, aged 14 and 16, at schools located in Essex and Somerset between the years 2000 and 2005.

Following his conviction in 2006, Bertrand was required to register as a sex offender in the UK, a legal obligation that aimed to monitor his activities and prevent further harm.

He was also prohibited from working with children, yet his actions suggest that these restrictions did not fully prevent him from reoffending.

During the court proceedings, it was revealed that Bertrand had told his young victims that he would take his own life if they did not fulfill his 'ultimate desire.' In a particularly alarming incident, he even simulated loading a gun to coerce a student into engaging in sexual acts.

The court also heard that Bertrand had given gifts worth up to £5,000 to one of the pupils, further demonstrating his manipulative tactics.

After serving his prison sentence, Bertrand was released in 2011 and subsequently moved to France.

There, he secured employment as a music teacher at the prestigious Victor Hugo School in Paris, a school with an annual fee of approximately £21,000.

It was at this institution that he reportedly resumed grooming behaviors, targeting a 14-year-old student.

According to reports from The Sunday Times, Bertrand sent the boy explicit text messages, professing his love and continuing his pattern of manipulation.

The school dismissed Bertrand in 2013 after the boy’s father lodged a formal complaint.

Despite this dismissal, Bertrand managed to re-enter the educational sector in France by co-founding another private international school, Kingsworth International, also located in Paris.

He was appointed as the deputy head of this institution, raising serious concerns about the effectiveness of safeguarding measures.

The head teacher of Kingsworth later admitted that Bertrand had lied about his past, which allowed him to secure employment despite his criminal record.

It was only after the discovery of his criminal history that Kingsworth took action, sending a letter to parents informing them of Bertrand’s background and terminating his employment.

Bertrand left the school last month, but questions remain about how he was able to work with children again so soon after his previous convictions.

Further complicating the matter, Bernard DeleSelle, president of Victor Hugo School, accused Bertrand of having 'tricked' the school into hiring him by concealing his past.

DeleSelle explained that legal restrictions prevented the school from publicly exposing Bertrand’s history at the time of his hiring, as he had established his own competing educational entity, which complicated the school's ability to act openly.

In the UK, the head of the Somerset school where Bertrand had previously abused a student expressed concern over the apparent gaps in safeguarding systems.

He emphasized the need for better coordination between educational and justice authorities to prevent such individuals from slipping through the cracks.

France’s education ministry has acknowledged ongoing issues with identifying teachers with prior sex offenses.

A new law introduced in 2016 aimed to improve communication between the justice and education departments, but implementation has yet to be fully realized.

Despite his criminal record, Bertrand remains free to teach in France, as he is also a shareholder at Kingsworth International.

In a related case from April 2006, Bertrand, then 25 and from Nanterre, France, was sentenced to six years in prison for a series of sexual assaults on two teenage boys.

He had befriended their families before carrying out the attacks, which took place both at the boys’ homes in Essex and at a school in the West Country, which remains unnamed for legal reasons.

This pattern of grooming and abuse highlights a disturbing trend of Bertrand’s repeated offenses and his ability to evade detection for years, raising serious questions about the effectiveness of safeguarding protocols in international educational institutions.
