JOSEPH MAFE SENTENCED IN LONDON FOR OBSCENE BEHAVIOR AND REPEATED FLASHING INCIDENTS
A man from South London who exposed himself and waved his genitals from his balcony claimed it was 'impossible' for witnesses to hear his genitals slapping against his belly, a court was told.Joseph Mafe, age 53, of Empire Square South, Bermondsey, was sentenced to 10 months in prison at Inner London Crown Court on Wednesday, March 6, after admitting to two counts of exposure and breaching a suspended sentence.
The judge delivered a strong rebuke for his ongoing pattern of offending.
Mafe, a drug addict, was previously spared jail in 2022 at Snaresbrook Crown Court for multiple flashing offenses but had breached his 23-week suspended sentence last autumn.
This breach occurred after he relapsed and went on a two-day 'chemsex' binge, mixing alcohol with crystal meth and GBL—drugs often linked with drug-fueled orgies.
The court heard that on September 16, Mafe displayed his genitals from his balcony, shouting 'Oi' and 'Hello' at passing women until they looked up.
According to prosecutor Mark Gadsden, 'When they looked up he would put his hands behind his head and thrust forward until his penis touched his stomach.
She described a large penis.' During this incident, Mafe shouted 'yeah yeah yeah' and repeatedly thrust his organ at women and children.
A witness threatened to call emergency services, and later, after seeing Mafe naked and still waving his penis, she contacted police.
Mafe was arrested, pleaded guilty in the magistrates' court, and was scheduled for sentencing at Inner London Crown Court on February 11.
However, on the day of that hearing, Mafe was re-arrested for the same behavior.
A witness reported seeing someone saying 'Hey hey' while Mafe danced on his balcony in a dressing gown, shouting 'Yeah baby, it feels so good.' He then took off his gown to expose himself again, with another cry of 'Yeah yeah it feels so good.' A witness described, 'I could see his penis.
I could hear his penis slapping against the rest of his body.' When prosecutor Gadsden read this part of her statement in court, Mafe shouted, 'That's impossible, that's absolutely impossible.' His protests were dismissed by Judge Darren Reed, who allowed the continuation of the case.
Following the initial naked dance, Mafe exposed himself five more times, the court heard.
The witness expressed concern, stating, 'I found it quite distressing and it says more about what this incident may lead to.
A lot of young girls may walk past this address.
I worry they may see it.' Defence lawyer Danielle Buckett argued that Mafe's paranoid schizophrenia, drug use, and lack of support from the probation service had left him suicidal.
She requested another suspended sentence, explaining, 'He said it was a cry for help and he was struggling at the time...
He had been left unsupported for some months.' Mafe addressed the judge directly, describing alleged blackmail attempts, devices planted in his home, and death threats over the phone.
He also claimed he had been seen only four times by the South London and Maudsley NHS mental health team in 15 months and had not seen his drug support worker for eight months.
Judge Reed was unsympathetic to Mafe’s claims, stating, 'The offences were not caused by your previous mental health condition but by recklessly taking drugs.' The judge added, 'You told probation you had no recollection of what you had done because you had been binging on crystal meth, GBL, and alcohol for two days.
You say others have let you down but take no responsibility for your actions.
You're 53 years old with a history of similar offenses.
It's clear to me you don't care about how your behavior affects others or realize its impact and are making no effort to change.' Mafe's previously suspended sentence was activated, meaning he will serve 14 weeks consecutive to a 26-week sentence already handed down for other offenses, totaling 40 weeks.
Additionally, he has been placed on the sex offenders register for 10 years.
