In May 2023, a serious incident involving Jordan McDonagh, a known sex offender from Oxford, drew significant attention from local authorities and the community.

McDonagh, aged 26, was found to have failed to adhere to his legal obligation to sign on at the police station, an essential part of his supervision as a registered sex offender.

The circumstances surrounding his failure to comply were explained during a hearing at Oxford Magistrates’ Court on Tuesday, May 9.

According to court records, McDonagh had been released from prison in 2022 under license conditions and was initially accommodated in a bail hostel located in Milton Keynes.

After some time, he returned to Oxford, where he was placed in various hotels by probation services, as explained by his legal representative, Nadine Colyer.

McDonagh mistakenly believed that his communication with probation meant he was no longer required to register his new addresses with the police, a misunderstanding that led to his failure to update his registration within the mandated three-day period.

This oversight is a violation of the strict regulations imposed on sex offenders, who must keep their details current with law enforcement agencies.

Currently, McDonagh is homeless, residing in a tent in Cowley, Oxford.

Despite his living situation, he remains under the obligation to register his whereabouts at the police station every seven days.

He was scheduled to sign in at the police station in late March but arrived a day late.

His defense argued that on March 24, he was working as a tyre fitter and had been struck on the head with a tyre lever, which caused a migraine.

As a result, he left work early on March 25 and took the following day off.

However, his legal representative clarified that McDonagh acknowledged his injury did not prevent him from attending the police station that day.

Colyer also noted that McDonagh is aware of his current living arrangements and that his public protection officer is informed of his whereabouts.

She emphasized that McDonagh is working part-time in his trade, with aspirations to secure full-time employment, which would enable him to find stable accommodation.

The magistrates, after hearing these details, decided not to impose immediate penalties but instead bailed McDonagh and ordered a pre-sentence report from the probation service.

His sentencing is scheduled for June 6, and the offense he pleaded guilty to carries a maximum penalty of five years’ imprisonment if dealt with at the Crown Court.

Looking back at McDonagh’s criminal history, it is evident that his offenses have been severe and recurrent.

In November 2017, he was sentenced to 40 months in prison for engaging in sexual activity with a 14-year-old girl.

During that court appearance at Oxford Crown Court, McDonagh, then 21, appeared via video link from HMP Bullingdon.

The court heard that he had developed a sexual relationship with the young girl earlier that year, which caused her significant distress, as she was visibly upset during the proceedings.

The case also included charges related to an attempted burglary in Sutton Courtenay in August of the same year.

Prosecutor Michael Roques detailed that the victim’s support workers had first alerted her mother about the inappropriate relationship in February.

The mother advised McDonagh to stay away, which he initially agreed to, but subsequent evidence indicated the relationship persisted.

The girl was reported missing in April, prompting her mother to contact police out of concern that she was with McDonagh.

The girl was later found near her home, and McDonagh was arrested.

During police interviews, he chose not to respond to questions.

DNA analysis of the girl’s underwear revealed traces of McDonagh’s semen, confirming the sexual contact.

Further investigation uncovered 106 messages from McDonagh to the girl, expressing love and intentions to live together.

In August, the girl disclosed that they had engaged in sexual activity more than 50 times.

Judge Zoe Smith sentenced McDonagh to 32 months for the sexual offenses and an additional eight months for the attempted burglary, reflecting the seriousness of his repeated violations and predatory behavior.

His criminal record underscores the ongoing threat he poses to the community, particularly given his history of sexual misconduct and failure to comply with legal obligations.
