A convicted sex offender from Fife has been remanded back into custody after flagrantly violating a court-imposed 99-year ban on internet use by attempting to facilitate the sexual abuse of a pre-teen child.

The individual, identified as Jon Walker, engaged in disturbing online communications with a mother he believed to be willing to participate in his depraved plans, despite being explicitly prohibited from accessing social media or online platforms until the year 2112.

Walker, aged 34, who has a history of previous convictions related to sexual offences, was caught attempting to groom a 13-year-old girl.

Unbeknownst to him, the girl was actually a decoy operated by vigilant paedophile hunters aiming to catch offenders.

His actions drew the ire of the court, with a sheriff condemning his apparent failure to learn from past punishments and handing down another lengthy prison sentence.

During a hearing at Dundee Sheriff Court, it was revealed that the 99-year internet ban was part of a Sexual Offences Prevention Order (SOPO) issued at Cupar Sheriff Court in October 2013.

Prosecutor Joanne Ritchie explained that the order explicitly forbade Walker from deleting his browsing history, accessing social networks, or contacting children under 16 via the internet.

The order also stipulated that any contact with minors under 16 must be supervised by an adult over 21 who was fully aware of Walker’s criminal record.

Despite these restrictions, Walker used an online chat platform to initiate contact with a girl he called “Tammy Lee,” who was actually an undercover decoy.

He quickly transitioned to WhatsApp, where he sent a series of explicit sexual messages.

Among his communications, he asked, “Wanna chat?

33, perv with hard c*** for younger girls.

No limits,” and urged “Tammy Lee” not to disclose their conversations, claiming that his age made him untraceable.

The vigilante group monitoring these interactions identified Walker and reported him to the police.

Law enforcement officers traced him to his workplace and recovered his mobile phone, which contained the incriminating chats.

Further investigation uncovered that Walker had also been engaging with another social networking app, where he exchanged highly explicit images with a woman named “Christine.” According to court reports, Christine had sent Walker two images of pre-pubescent children, and the messages exchanged were extremely graphic, depicting sexual abuse and expressing a desire to carry out similar acts on children.

Walker allegedly encouraged Christine to create a profile for one of the children so he could communicate directly with the minor.

Disturbingly, he also sent images of his own genitals during these exchanges.

Walker’s legal representative stated that at the time of the offences, he was self-employed as an excavator operator and had been in a long-term relationship of 12 years, with no children.

The lawyer acknowledged a significant gap in offending history and emphasized that Walker accepted full responsibility for his actions, having pleaded guilty at the earliest opportunity.

The defence also highlighted that Walker was suffering from mental health issues linked to a series of miscarriages experienced by his partner.

Despite these mitigating factors, Sheriff Alastair Carmichael sentenced Walker to 42 months in prison, with an additional 30 months on license.

The court also ordered that Walker be placed on the sex offenders register indefinitely.

The sheriff expressed strong disapproval, stating that Walker had “learned nothing” from his previous convictions and breaches of court orders.

This marked the second occasion on which Walker was subjected to lifelong notification requirements.

In his sentencing remarks, Sheriff Carmichael emphasized the danger Walker posed, especially given his prior criminal record.

He stated, “Jon Walker, you have again pleaded guilty to a sexual offence, this time against somebody you believed to be a 13-year-old.

You sent her the most vile, sexually explicit images while under a sexual offenders order designed to prevent you from doing so.

You have previous convictions for sexual offending and have breached court orders before.

There is no alternative but to impose a custodial sentence, and I am satisfied that an extension of your sentence is necessary to protect the public from serious harm.” Walker’s criminal history includes a 2013 conviction for grooming a 12-year-old girl online, where he claimed that her age was “only a number,” and a 2016 extended sentence after instructing a woman to abuse a nine-year-old child online so he could watch via webcam.

His repeated violations of court orders highlight the ongoing threat he poses to the community in Fife and beyond.
