Jennifer Parnell, a woman with a long history of animal hoarding and abuse, has once again come under scrutiny after authorities uncovered her living conditions in Clevedon. Born around 1944, Parnell was previously residing on Beaconsfield Road in Clevedon BS21, where she was found to have violated a court order that prohibited her from keeping animals. This breach was discovered after eight cats were found living in deplorable conditions within her home, prompting serious legal consequences.Back in April 2012, Parnell, then residing in Burnham-on-Sea, was handed a decade-long ban on keeping dogs and cats following her conviction on cruelty charges involving three dogs and four kittens. Despite this, she continued her pattern of neglect, and her disqualification order was extended until 2038 after authorities found her in breach once more. The latest investigation revealed her current address, where she had attempted to conceal the state of her home by crudely white-washing the windows, presumably to hide the filth and suffering inside.
When the RSPCA officers entered her residence, they discovered the eight cats living amidst squalid, unsanitary conditions. The environment was so filthy that one of the cats was suffering from a blocked bladder and was in such a critical state that it had to be euthanized. Sadly, the neglect had been so severe that the animal could not be saved, highlighting the extent of her disregard for animal welfare.
Jennifer Parnell was summoned to court but failed to appear, necessitating her being brought back under a warrant. She was subsequently convicted on three charges of causing animal suffering. Acting Chief Inspector Stephanie Daly of the RSPCA emphasized the importance of the court's disqualification orders, stating, “This could have all been avoided if the disqualification order had not been breached. The courts impose disqualification orders for a reason — to protect animals from suffering and neglect at the hands of people who have been convicted of doing so.” She further urged the public to report any breaches of such bans, underscoring the seriousness with which authorities treat these violations.
As part of her sentencing, Parnell received a 26-week prison sentence, suspended for two years, along with a fine of £2,000 to cover boarding costs for the animals. Her ban on keeping dogs and cats has been extended until 2038, ensuring she cannot legally possess such animals for the foreseeable future.
In an update from December 2018, it was reported that Jennifer Parnell, who has also used aliases including the surname Stewart, had moved to Ashcombe Road in Weston-super-Mare. Authorities warn that she frequently relocates to avoid detection, and residents in her new area are advised to be vigilant, especially regarding the white-washed windows that may indicate her presence. Additionally, it is known that she keeps four horses in Portbury near Gordano, although these animals were not part of the recent cruelty case. It is also believed she possesses two dogs, but the RSPCA’s prosecution focused solely on her keeping of cats.
Community members and animal welfare advocates are urged to remain alert and report any sightings or concerns related to Parnell, as she is considered a devious individual responsible for significant financial and emotional distress to landlords, vets, farriers, and others involved in her care. Her history of cruelty and evasion underscores the importance of vigilance in preventing further harm to animals and ensuring she faces appropriate legal consequences.
