JEFF COOPER JAILED FOR ABUSE IN BRIXTON, LONDON
A man from Brixton, London, identified as Jeff Cooper, has been sentenced to prison for the sexual assault of a young girl, an incident that occurred nearly two decades ago but only came to light after the victim found the courage to speak out.The case was heard at Inner London Crown Court, where it was revealed that Cooper, also known by the nickname 'Jeff the Chef,' committed the assault in the Brixton Hill area in early 1999.
At the time of the attack, Cooper was approximately 29 years old and was operating his food stall, Jeff the Chef Food Bar, located outside Brixton Railway Station.
The victim, who was around 13 years old at the time, initially confided in her mother but chose not to report the incident to police immediately.
Instead, she struggled with mental health issues for nearly 18 years, during which she endured significant emotional distress.
It was only in 2016, after undergoing counseling sessions that helped her process the trauma, that she finally decided to come forward and report the assault.
During the sentencing hearing on January 19, prosecutor Bhavin Patel detailed the nature of the attack.
He explained that Cooper moved close to the girl and, without her suspicion, placed his hand on her and proceeded to insert his fingers into her vagina.
The victim described feeling a jolt and screaming, 'What are you doing?' as the assault took place.
She indicated that the assault might have lasted a few minutes, feeling like an eternity for her.
The court heard that Cooper's actions were invasive and deeply traumatic.
The victim provided an emotional impact statement, revealing that she had not initially blamed her depression on the assault but now recognized that Cooper's actions significantly contributed to her ongoing mental health struggles.
She described how she 'shut down,' became 'closed off,' and developed a guarded attitude towards others, especially men.
She shared that she often experiences periods of not eating and times when she is overwhelmed with crying, illustrating the lasting psychological scars left by the incident.
Cooper's defense lawyer, Fiona McCaddy, argued that her client had maintained a clean record for 24 years, aside from a caution issued after an assault on his wife in 2007.
She requested a suspended sentence, citing medical advice from Cooper's general practitioner, who claimed that imprisonment could be dangerous due to his skin condition.
Ms.
McCaddy emphasized that Cooper fears that a custodial sentence could be life-threatening for him.
Despite denying the allegations, Cooper was found guilty by a jury after a trial held in October 2023.
The court heard detailed testimony from the victim, who described how Cooper 'rooted through her underwear' and forced his finger inside her, an experience she described as feeling like a lifetime.
The assault ended when she managed to jolt upright and shout, 'What are you doing?' Judge Vanessa Baraitser summarized the case, noting that it took 18 years for the victim to report the incident, a delay she attributed to her need for counseling and her own mental health journey.
The judge acknowledged the genuine long-term harm caused by Cooper's actions.
She clarified that, under current laws, the offence would be classified as assault by penetration, but at the time of the offence, the maximum sentence for indecent assault was 10 years.
While recognizing Cooper's health issues and the mitigation they provided, Judge Baraitser stated that the prison system was capable of caring for him.
She condemned Cooper for taking advantage of his victim, leading to devastating consequences for her.
As a result, she sentenced him to four years in prison and ordered his registration on the sex offender register indefinitely.
Cooper, who has been serving Jamaican food at his Brixton stall for 19 years, will now face the consequences of his actions under the law.
