March 2019 Convicted North Wales sex offender sent back to jail again A CONVICTED sex offender has been jailed after he admitted breaching a court order. After his release from prison Jay Bolton, formerly of Rhyl, was staying at the Plas y Wern Bail Hostel at Acrefair near Wrexham. But within days he bought a SIM card for his mobile phone which was not registered with the police, said barrister Oliver King, prosecuting. Then on a later occasion when he was being arrested he reverted his mobile phone back to factory settings, which meant the history of his internet use was not retained for police examination. Appearing at Mold Crown Court he pleaded guilty to two charges of breaching a Sexual Harm Prevention Order when he had previous convictions for doing the same thing. Bolton, 32, received a 28 month prison sentence. Judge Rhys Rowlands said the order was in place to address the risk that he posed by his “continuing deviant behaviour”. The order had been imposed in June 2017 when he was jailed for failing to comply with the sex register requirements imposed for possessing prohibited images of children. A new order was made but he breached that order in November 2017. In May of last year he was sent to prison for a further breach. He was back in court again for two more breaches – he had failed to provide police with details of a new SIM card he had obtained. That occurred while he was on licence and while living at a probation hostel. The second breach in January when on arrested he reverted his phone to factory settings. That posed the question why he would have done so unless it was to hide further illicit activity on the internet. He routinely failed to provide police with the necessary details which made the task of managing him in the community more difficult Judge Rowlands said he needed to spend more time in custody so hopefully he would change his attitude. “If you don’t, you will find yourself further incarcerated in the future,” the judge told him. February 2019 ‘High risk’ paedophile wiped mobile phone data after convincing police to give it back to him A “high risk sex offender” was back in court today after he deleted a wiped his mobile phone’s search history as police quizzed him. Jay Bolton, 32, was in custody in St Asaph when he asked officers for his phone back so he could find someone’s contact details on it. But before the police could snatch the phone back from him he restored it to its factory settings, meaning all the internet search history on it was deleted. Bolton also had a sim card he had not declared to police when he was staying at the Plas y Wern hostel in Ruabon in November. During a special weekend hearing at Llandudno magistrates court he pleaded guilty to the two breaches. He was remanded in custody. Magistrate chairman Darren Campbell described Bolton as a “high risk sexual offender”, adding it was the second breach of the order, and that another order had been breached three times in the past. Nia Lloyd, prosecuting, said Bolton had been sent back to prison temporarily in November after police discovered he had accessed “fantasy role playing games”. On January 28 at St Asaph police station he asked to obtain some contact details from a mobile, but was seen resetting it before police could grab it back from him. Andrew Halliday, defending, said Bolton had been brought up in the care system and had struggled to find stability in his life. He maintained he had forgotten about having the sim card and that it had never been used. In 2015 Bolton was jailed after he looked up bestiality images on a library computer. On his arrest, 97 indecent images of children were found on his laptop. He pleaded guilty to possessing and making indecent images and having extreme pornography involving animals. He was then jailed for seven months. The court heard there had never been any allegation that he himself had committed any sexual offences against children. May 2018 Convicted paedophile flouts prevention order for FIFTH time A sex offender released from prison failed to tell police that he was living at a hotel in Rhyl’s East Parade. Jay Scott Bolton also had a mobile phone which he had not registered with the police. At Mold Crown Court today, Bolton, 31, of no fixed abode, appeared via a live television link from Altcourse Prison in Liverpool and admitted failing to comply with the sex offenders’ notification requirements and breaching a sexual harm prevention order. Bolton was jailed for 12 months. Judge Niclas Parry warned him that it was his fifth breach of the sexual harm prevention order and that sentences would only get longer. “One day the penny will drop and you will understand that these orders must be complied with,” Judge Parry told him. “No one is saying that you cannot have a mobile phone to live in the 21st century. “No one is saying that you cannot have somewhere to live. “All the order asks is for the protection of the public, that you take the simple step of telling the police where you live and give them details of your phone. It is not onerous.” The judge said he appreciated that it was not suggested that he had committed any further offences against children and not used any device illegally. “You must understand that if this continues when it is so easily solvable by you, then the sentences will only get longer and longer,” he said. Prosecutor David Mainstone said that, after his release from prison in November, the defendant told police that he was “sofa surfing”. But enquiries showed he was living in a hotel in East Parade and, when officers went to his room, he had a mobile phone which had not been registered with the police. There was a struggle as he fiddled with the phone and, when examined, no data was found on it. Defending barrister Gareth Roberts said his client was a serial offender “in this way” and he had to realise that orders had to be complied with. But it was accepted that he had not committed any further offences against children. June 2015 Conwy man who looked at beastiality in town library jailed for child abuse images A MAN who looked at bestiality content on a library computer has been jailed for seven months after child abuse images was discovered on his own laptop. Caernarfon crown court heard staff at Conwy library monitored remotely a computer used by Jay Bolton, aged 28, after being informed previously by a member of the public. Prosecutor Frances Willmott said on the later occasion he was searching for bestiality but council software wiped the evidence. Bolton was arrested in April last year and 97 indecent images of children were revealed after his laptop was seized. Bolton, of Conwy but no fixed address, admitted possessing and making indecent child images. He also pleaded guilty to having extreme porn featuring an animal. Recorder Wyn Lloyd Jones told him: “The pre-sentence report makes very worrying reading. You started off by being abusive to the probation officer and later said ‘it’s not my problem, they are not my children’.” A sexual harm prevention order was made for ten years and Bolton must register as a sex offender for the same period. Defence barrister Simon Mintz said Bolton’s relationship of six years had ended and he lost his home and he was belligerent and uncooperative because of his predicament. Bolton had never been suspected of a sexual offence against a child, counsel added May 2015 Man searched for bestiality on Conwy library computer A man caught searching for bestiality on a Conwy library computer had child abuse images on his own laptop at home, a special court heard. Jay Bolton, 28, of Conwy, admitted possessing 94 indecent child images in April 2014 and making child abuse images in 2012. He also pleaded guilty to having bestiality pornography during a hearing before magistrates in Llandudno. Bolton will be sentenced at Caernarfon Crown Court on 19 June
