POLICE OFFICER CAUGHT SEXUALLY ASSAULTING COLLEAGUE GETS LIFETIME BAN
James Holt, a 32-year-old former officer with Greater Manchester Police, has been found guilty of committing a sex offence and has been permanently prohibited from carrying out policing duties.Holt, who worked in the City of Manchester area, was put on suspension following a complaint related to his behavior during a night out while off duty.
On Tuesday, 25 April 2023, at a misconduct hearing held at Force Headquarters, Chief Constable Stephen Watson dismissed Holt without notice.
Holt chose not to attend the hearing and has been listed on the College of Policing’s Barred List.
He had served as an active officer in GMP’s City of Manchester District since September 2020 until his suspension following a sexual assault incident during an evening out.
In September 2022, Holt appeared at Merseyside Magistrates Court, where he was convicted of sexual assault.
The following month, he was given a community order, required to join an alcohol abstinence program, and ordered to pay a victim surcharge of £95, along with £700 in costs to the CPS.
Chief Constable Watson stressed the seriousness of Holt’s misconduct, stating, “His actions are grounds for dismissal due to gross misconduct, and his conviction damages the reputation of the police service and erodes public trust.” He emphasized that Holt’s deliberate unlawful act under the influence of alcohol was a breach of professional standards and represented a serious violation of the law, which also tarnished the police force’s image.
Watson added, “This was a significant lapse in judgment on his part; the public rightly expects officers to uphold the law and maintain integrity.” Detective Superintendent Phil Duffy reiterated that police officers are subject to the same laws as all citizens, saying, “Law enforcement personnel cannot disregard the law without facing consequences, including criminal charges and disciplinary measures.” Holt’s misconduct, specifically his sexual assault, was deemed incompatible with police responsibilities, leading to his lifetime ban from policing.
This case highlights the efforts of GMP’s Professional Standards Branch to remove unfit individuals from its ranks and uphold high standards of professionalism.
Holt’s career was overshadowed by this grave misconduct, resulting in his conviction and dismissal, in line with the police force’s strict zero-tolerance policy for such behavior.
