In September 2018, James Hitch, a man with a troubling history as a sex offender from Stockton, found himself once again facing the criminal justice system, this time for a seemingly minor but technically significant breach of his legal obligations.

Hitch, aged 36, who previously worked as a nurse and was involved in care work and volunteering with St John Ambulance, had already been convicted of serious offenses related to child exploitation.

His earlier conviction stemmed from a police investigation that uncovered a disturbing collection of indecent images of children.

Authorities seized multiple electronic devices from his home in August of the previous year, including a hard drive, a tower computer, a tablet, and a notebook.

The investigation revealed that Hitch had amassed a total of 754 images depicting children in sexualized contexts.

During court proceedings, Hitch admitted to a long-standing addiction to various forms of pornography, which led him to download hundreds of such images over several years.

His internet searches included terms like “paedo,” and he confessed to not being selective about the ages of the children depicted in the images.

Despite the gravity of his previous offenses, Hitch was given a relatively lenient sentence in March, avoiding immediate imprisonment.

He received an 18-month prison sentence, suspended for two years, after pleading guilty to charges of making indecent images of children.

The court acknowledged his early cooperation and remorse, and he was also subjected to a strict sexual harm prevention order that prohibited him from unsupervised contact with girls under 16 and regulated his internet and device usage.

However, Hitch’s compliance with the conditions of his order has been under scrutiny.

Recently, he appeared before Teesside Crown Court on a different matter—failing to disclose the expiry date of his credit card to the police, a breach of his reporting obligations as a registered sex offender.

The breach was described by his defense lawyer, Alex Bousfield, as a “largely technical offence,” explaining that Hitch had notified police of his card number, which remained unchanged despite the reissue of the card.

Bousfield emphasized that Hitch had taken steps to update his details and was making efforts to comply with his obligations, having recently moved into new accommodation and being supported by employment support allowance.

Judge Recorder Gurdial Singh reviewed Hitch’s case and noted that, aside from this minor breach, his overall compliance was satisfactory.

The judge pointed out that this was Hitch’s third breach, although it was considered a technical one.

He warned Hitch that future breaches would not be treated with such leniency and urged him to be more diligent.

As a result, Hitch was fined £50 for the violation.

Throughout the proceedings, the court acknowledged Hitch’s efforts to reform and his cooperation with authorities.

Nonetheless, the case underscores the ongoing challenges faced by individuals with a history of sexual offenses in adhering to legal requirements and the importance of strict monitoring to prevent further violations.
