Feb 2004 Council chief jailed for year A high-ranking council chief has been jailed after he was caught with “a vast quantity” of child porn pictures Braintree Council housing boss Ian Ogan had more than 2,000 indecent images of children on his home computer. Chelmsford Crown Court heard how Ogan has now lost everything after police raided his Castle Hedingham home on April 9 last year. Officers found a total of 2,315 indecent images. Ogan, 38, admitted 15 charges of possessing indecent pictures of children and one of making an indecent picture when he appeared at court for sentencing. Judge Gareth Hawkesworth jailed him for 12 months and banned him from working with children indefinitely. He was also put on the sex offenders’ register. Judge Hawkesworth also imposed a three-year extended sentence, which means if Ogan offends within the next four years he could be recalled to prison. The judge also confiscated all the computer equipment found at Ogan’s home. Peter Fenn, prosecuting, told the court that police entered Ogan’s Church Ponds home, where they seized his home computer. Most of the images were on the lower level of seriousness. Two were classified as level five – the most serious category. The court heard that no indecent images were found on his work computer. Andre de Moller, mitigating, said Ogan was a man of impeccable character who had held a responsible public job in the council as a housing manager and had experienced considerable shame.
