Limerick Sexual Abuser

September 2013 Killer rapist living in Limerick following prison release The man who raped and killed beautician Rachel Kiely in 2000 has moved to Limerick to live with the sister of a gang rapist. Gardaí are closely monitoring Ian Horgan’s movements after he moved in with Teresa O’Neill in the Ballinacurra Weston area of Limerick following his release last week from Wheatfield Prison. Teresa’s brother, Thomas, led a brutal gang-rape of a German tourist in Cratloe Woods in 2004 when he was just 16. O’Neill and four others attacked a couple sitting in a parked car in the wooded area. They locked the woman’s male companion in the boot before taking turns raping her in a 45-minute ordeal. O’Neill is currently in a relationship with April Collins, the former partner of crime boss Ger Dundon. Although Horgan has returned to Cork to collect personal possessions, it is understood he has given O’Neill’s sister’s address as his permanent residence, which has been recorded on the sex offenders register. It is understood that he plans to live in Limerick long-term. The couple have been spotted in Dublin, and socialising in Limerick in recent days. Horgan, who is originally from Ballincollig, Co Cork, has spent most of his life behind bars. He was convicted in 2002 of the murder of Ms Kiely, 22, in Ballincollig Regional Park in Oct 2000, and was sentenced to life imprisonment. However, Horgan successfully appealed the conviction in 2004 and was released on bail. While he was on bail he robbed an elderly couple with a billhook at a post office in Co Cork. At his retrial in Mar 2006, Horgan pleaded guilty to Ms Kiely’s manslaughter and was found guilty of her rape and was sentenced at the Central Criminal Court to eight years in jail, with six years suspended due to time he had already served. In Apr 2007, the Central Criminal Court substituted a 12-year sentence on both counts, backdated to 2001. In Jun 2010, Horgan was jailed for a further four years after he pleaded guilty to charges of robbery and the unlawful taking of a car at Clondrohid Post Office on Sept 6, 2005. He is considered an erratic and dangerous criminal, different to other sex offenders given his history of armed robbery and violence in prison. He seriously injured Dundon while in jail.
