A man described as a 'dangerous' paedophile has been sentenced to prison for a decades-old sexual assault that occurred in woodland adjacent to the Basingstoke Canal near London.

The crime, which took place more than 35 years ago, involved the abduction and sexual assault of a teenage boy at knifepoint, and it remained unsolved for many years until recent forensic advancements finally led to justice.

On the morning of April 26, 1982, a 13-year-old boy was walking along the towpath near the Basingstoke Canal when he encountered Ian David Harmer, who was 13 years his senior at the time.

Harmer approached the young teenager casually and inquired whether he had seen his dog.

According to police reports, shortly after this small talk, Harmer brandished a knife and made the boy feel pressured and threatened, particularly in his lower back, convincing the victim that he was genuinely armed.

Harmer then directed the boy into the nearby woodland beside the towpath—a quiet, secluded area where the assault was committed.

The teenager was subjected to a sexual assault during this disturbing encounter.

Following the assault, Harmer instructed the boy to count to a certain number before he got up and left the scene.

Frightened and traumatised, the young victim managed to run home immediately and confided in his parents about the incident.

His horrified parents promptly reported the matter to local police authorities.

Despite a thorough investigation in 1982, Harmer was not identified or apprehended at the time.

The case was kept open and regularly reviewed over the following years as police continued their efforts to find the perpetrator.

It was only with the advancement of forensic science that a breakthrough occurred.

In 2016, forensic teams compared physical evidence collected from the victim at the time to entries in the national DNA database.

A profile match was established with Ian Harmer, who was at that point living on Aspen Lane, Northolt, Ealing.

This scientific evidence led to Harmer’s arrest in early 2017.

The police formally charged him with buggery, which is now legally classified as rape under updated legislation.

Harmer was subsequently brought before Guildford Crown Court, where he pleaded guilty and was sentenced to 13 years in prison.

His sentence was later reduced to 11 years following his plea.

Detective Inspector Paddy Mayers, who spearheaded the investigation, described Harmer as a 'dangerous predator' who exploited an innocent young boy in broad daylight.

He emphasized the lasting psychological impact on the victim, stating, "The victim was left severely traumatised by his ordeal and has had to endure more than 35 years of thinking his attacker would never be caught." He further expressed relief that advances in forensic technology finally allowed the police to link Harmer to the crime, enabling authorities to bring him to justice and hopefully help the survivor begin to heal.

Mayers concluded by reaffirming the police force’s commitment to pursue justice regardless of how much time has passed, asserting, "Harmer thought he had gotten away with it, but this case demonstrates that no matter how long ago a crime took place, we will never give up in our pursuit to bring the person responsible to justice." This case serves as a stark reminder that the law still reaches out to those who commit such heinous acts, even decades later, ensuring that justice and accountability are ultimately served.
