December 2012 Victim speaks out after Cwmbran man jailed for sex assaults on stepson A MAN who sexually assaulted his stepson for a decade in the 1970s and 1980s has been jailed for more than eight years. Judge Daniel Williams described the offences admitted by Ian John Bailey, 64, of Greenmeadow, Cwmbran, as “monstrous” and said he had tormented his stepson, Darren, who has waived his legal right to anonymity. Lucy Crowther, prosecuting at Cardiff Crown Court on Friday, said Bailey admitted ten charges of indecent assault against Darren Spencer, and one serious sexual offence, at a plea hearing on October 5 this year. The abuse began when Darren, now aged 46, was six years old and would often happen in the car on the motorway. This continued until he was 11 and he would dread getting into the car with his stepfather, the court heard. The defendant would also get into bed with him and seriously sexually assaulted the victim when he was 14. Bailey had control of his stepson’s friendships and even when he was allowed to go to the toilet, the court heard. Mr Spencer made disclosures to medical professionals and former partners over the years but it was not until recently that he reported the offences to the police. Bailey was arrested on May 21 this year and initially described the accusations as “malicious” but later entered guilty pleas, said Ms Crowther. Rupert Lowe, mitigating, described the offences as “shocking” but said Bailey poses a low risk of reoffending as he is “a totally reformed and rehabilitated character” following a conversion to Christianity in the 1980s. “He has made reparation from the dreadful person he was in the 1970s and 1980s,” said Mr Lowe. Sentencing, Judge Williams said: “The sexual abuse went on for years, during which time you subjected the victim to all manner of abuse and indignity. “It was only years later when he summoned the courage to tell the police what you did to him as a child. The effect upon him is beyond measure.” Judge Williams sentenced Bailey to eight and a half years in prison for the serious sexual offence, as well as two concurrent sentences of five years and two years for the indecent assault charges. Bailey was disqualified from working with children and made the subject of a Sexual Offences Prevention Order.
