SEX OFFENDER IS SENTENCED AFTER FLASHING THONGS TO TEENAGE GIRLS
A man who exposed the thongs he was wearing to teenage girls on multiple occasions has been placed on the sex offender register for a period of two years.Garry Brown, aged 54, was also sentenced to complete 200 hours of unpaid community service and placed under a two-year supervision order at Inverness Sheriff Court, where Sheriff Sara Matheson delivered the judgment this week.
Previously admitting to flashing his underwear at girls on Elgin High Street, Brown also made statements about enjoying 'golden showers' and disclosed that he had kissed a 14-year-old in the past.
Residing on Robertson Drive in Elgin, Brown entered a guilty plea last month to four counts of intentionally directing verbal communication with sexual intent or to humiliate, distress, or alarm, and also pleaded guilty to public indecency occurring between May 9 and 14, 2025.
During the sentencing hearing on Tuesday, Brown’s lawyer, Robert Cruickshank, explained that his client was a first-time offender with no criminal record, and added that he suffers from 'intellectual challenges.' Reports from a doctor several years ago indicated that Brown's mental functioning is very low, and he had been under guardianship for several years.
The court was told, 'He has a learning disability, not a difficulty, but a disability.' His solicitor emphasised, 'Regardless of his level of functioning, the individuals involved were children; he is not.
He should not have acted the way he did once the conversation started.' It was previously reported at Inverness Sheriff Court that on May 9, 2025, a group of friends was sitting on a bench near the Card Factory on Elgin High Street when Brown approached on a moped.
Initially engaging the boys about motorbikes, Brown then shifted his focus to the girls and inquired about their names.
He mentioned that he often receives unfriendly looks when talking to younger people and discussed having a learning disability.
Brown made sexual comments directed at a 16-year-old girl, claiming he became 'turned on' when someone touched his spine, and then asked her to do so.
Although she felt awkward, she felt compelled to comply as Brown removed his jacket and lifted his shirt.
She poked him, prompting Brown to respond with a sexualised 'ooh,' which heightened her discomfort.
The prosecutor, Karen Poke, told Sheriff Ian Cruickshank that Brown continued to make inappropriate sexual remarks, including references to 'sex positions,' and said he liked 'young women but not too young.' He also mentioned having previously kissed a 14-year-old.

Poke added that Brown bought the group soft drinks before returning to the bench, where he lifted his underwear from his trousers to reveal a red thong, showed them his tongue and nipple piercings, and made inappropriate comments about sexual activities.
He told a 14-year-old girl that he enjoyed 'golden showers' and stared at her chest, which made her feel extremely uncomfortable.
Brown also boasted about liking kissing with tongues and asked the group their feelings about French kissing.
He showed off his biceps for them to touch and leaned in to purr into a 16-year-old girl’s ear.
Furthermore, he claimed to have made a girl pass out from kissing her at TK Maxx a few weeks earlier.
In a subsequent incident on May 16, witnesses on the High Street observed Brown speaking to two individuals, making sexual comments at a 15-year-old, and telling her to put her mouth on his vape.
He then unexpectedly showed them his black thong underwear before they left.
The following day, four witnesses passing Costa Coffee saw Brown engaging with them and showing the side of his underwear a blue thong and discussing a new game he had purchased.
