April 2013 Convicted paedophile Frank Graham remanded in custody over Sexual Offences Prevention Order breach A CONVICTED paedophile who changed his name following his involvement in a massive paedophile ring that was publicized in 2010 that abused up to 100 girls has appeared at North Devon Magistrates’ Court accused of breaching the terms of a Sexual Offences Prevention Order he was given in 2006 by Derby Crown Court. Frank Graham, 28, also known as Graham Blackham formerly of Derby but who now lives in Bideford High Street, denied three charges of breaching his order. It’s alleged Graham, who was convicted of two counts of sexual activity with a child in 2006, breached his order three times between January 1 and April 11 this year. He is accused of being in the company of two girls who were aged under 16. He is also accused of being present while a friend was babysitting an infant child. Paul Walters, for the defence, asked for his client to be dealt with and released on bail but presiding magistrate Robin Hagley declined both requests. He said he felt his powers weren’t sufficient and the case will be heard at Exeter Crown Court. Graham will appear before North Devon magistrates via video link from Exeter prison on Thursday for committal to the crown court. History of Frank Grahams offences: Frank Blackham (as he was known then) pictured in 2006 In January 2006 he was found guilty of two counts of sexual activity with a 14-year-old girl for which he was handed a supervision order. In December 2006 he was found in breach of the supervision order and was sentenced to 12 months in prison. In June 2008, following his release, he was found to be in breach of the order again and sentenced to six months in prison. Then in February 2009, police raided a property in Slack Lane and found Blackham in the company of a boy and girl, both under the age of 16, therefore breaching his order again.
