    In June 2014, a disturbing case involving Frank Burgon, a 77-year-old man from Hartlepool, reached a tragic conclusion as he was finally detained and brought to justice after a lengthy period on the run. Burgon, who had previously been accused of heinous sexual offenses against a young girl, had managed to evade law enforcement for nearly a year by fleeing the country, prompting an extensive international manhunt.

    Initially, Burgon was identified as a danger to children after he pleaded guilty to three counts of indecent assault, with the offenses dating back to the early 1980s. One of the most egregious incidents involved Burgon driving a young girl, who was under 14 at the time, to a secluded location where he forcibly assaulted her in the back of his car. The victim, who had the courage to come forward after many years, reported the abuse to police nearly three decades later, hoping to seek justice for her suffering.

    However, Burgon’s response to the impending legal proceedings was to abscond. Instead of facing trial, he failed to appear in court last year, effectively disappearing and remaining at large for almost ten months. His absence prompted authorities to issue a European-wide arrest warrant, and he was actively sought across multiple jurisdictions. It was not until the end of December that Burgon was finally located and apprehended in Gran Canaria, specifically in an apartment in Puerto Rico, Gran Canaria, where Spanish police arrested him at 12:10 am on a Sunday morning. The arrest was carried out by two uniformed officers and a detective, who detained him on suspicion of breaching a court order.

    Following his arrest, Burgon was placed in custody by Spanish authorities while awaiting extradition proceedings. The extradition hearing was scheduled shortly after his detention, though the outcome had not been publicly disclosed at the time of reporting. Burgon’s disappearance had begun after he was released on bail in November of the previous year, despite the court’s orders requiring him to stay within the UK and notify authorities if he intended to leave the country for more than three days. Instead, Burgon traveled to Turkey on two separate occasions without informing police, breaching the conditions of his bail and further complicating his legal situation.

    His legal troubles extended beyond his flight. Burgon had a history of previous convictions and cautions related to sexual misconduct. In 2010, he served an 18-month prison sentence after admitting to gross indecency involving another underage girl. Additionally, in 1993, he was cautioned for touching a young girl’s breasts after offering her a lift in his car. These prior incidents underscored a pattern of predatory behavior, which the court acknowledged during sentencing.

    At Teesside Crown Court, Judge Simon Bourne-Arton, the Recorder of Middlesbrough, sentenced Burgon to a total of 47 months in prison. The judge emphasized Burgon’s long-standing history of preying on children, stating, “You are now aged 77 but you are a man with a history of preying on young children, both male and female. You are a man who has shown you are a danger to young children.”

    During the proceedings, Burgon also pleaded guilty to two charges of failing to comply with a notification requirement—specifically, his failure to inform authorities when leaving the country after being ordered to sign the sex offenders register following his 2010 conviction. The court heard that Burgon had been instructed to notify police if he intended to travel abroad for more than three days, but he ignored these instructions and traveled to Turkey twice without reporting his movements.

    Furthermore, Burgon was convicted of failing to attend court for his trial last year, an offense described by Judge Bourne-Arton as “extremely serious,” as it deprived the victim of justice and prevented her from giving evidence. The victim, who had initially been too young and naive to understand the gravity of her experiences, finally found the courage to report the abuse in 2011. Her testimony revealed the profound and lasting impact of Burgon’s actions on her life.

    Prosecutor Katherine Dunn highlighted that the victim’s bravery in coming forward was crucial, and her decision to speak out was a significant step toward justice. The court acknowledged Burgon’s guilty plea, which spared the victim from the ordeal of testifying at trial. As a result, Burgon received a sentence of 37 months for two of the indecent assault charges and 18 months for the third, all to run concurrently. The additional sentences for failing to comply with notification requirements and court attendance were served consecutively, culminating in a total prison term of four years and seven months.

    In December 2013, Burgon’s flight from justice was further highlighted when Spanish police arrested him in Gran Canaria after he had been missing for a year. His disappearance followed his failure to appear at multiple court hearings in the UK, including a trial scheduled for November 2013, which he did not attend. Despite several adjournments and attempts to locate him, Burgon remained elusive, with authorities suspecting he had access to a boat in the Mediterranean, possibly in the vicinity of the islands.

    His case was part of a broader, Europe-wide effort to apprehend him, with authorities issuing a warrant for his arrest and actively seeking his extradition. The police confirmed that Burgon was detained on suspicion of breaching a court order and was awaiting extradition proceedings. The ongoing investigation and legal process underscored the seriousness with which authorities viewed his actions and the importance of bringing him to justice.

    Reflecting on the case, victims and law enforcement officials emphasized the importance of perseverance and the need to pursue justice regardless of the time elapsed. The victim of Burgon’s abuse expressed relief and hope, stating, “It has ruined my life. I was just a kid then, I was scared and thought I could hide it, put it to the back of my mind and get on with things, but I was wrong.” He also urged others who have suffered similar abuse to come forward, highlighting the support available through organizations like Cleveland Police’s Helen Britton House, a dedicated centre for victims of sexual assault. The police and support services reaffirmed their commitment to investigating all allegations, regardless of how many years have passed, to protect children and prevent further harm.
