PORTLAND PRISON OFFICER FRANCIS HART SENTENCED FOR CHILD PORNOGRAPHY OFFENSES IN PORTLAND

In a case that has shocked the community of Portland, Francis Hart, a prison officer at the Portland Young Offender Institution, was sentenced to 14 months in prison after being found guilty of possessing and distributing indecent images of children. The incident came to light following a police raid on his residence in Harbour View Road, Portland, during which authorities confiscated two computers believed to contain illicit material.

Hart, aged 48, is a father of three and a veteran of the Falklands War. His arrest and subsequent court proceedings revealed a disturbing collection of images and online behavior. Prosecutor Cliff Grier, presenting the case at Bournemouth Crown Court, detailed that police discovered a total of 1,268 indecent images of children on Hart’s devices. Most of these images were stored on his primary computer, with additional material found on a laptop that his wife had only recently begun using, just a week prior to the raid.

Further investigations uncovered that Hart had engaged in internet chatrooms where he actively encouraged others to send him similar indecent images. Court records indicated that one user in these chatrooms discussed abusing their own children, who were reported to be nine years old or younger. Prosecutor Grier emphasized the severity of the discussions, describing them as “very salacious.”

Hart admitted to possessing a significant number of images, including 897 classified as Grade One, 39 as Grade Two, 87 as Grade Three, and 245 as Grade Four, with Grade Five being the most serious. He also confessed to distributing 45 Grade One images, nine Grade Three images, and 16 Grade Four images. The court was informed that Hart’s children, aged 13, 16, and 21, had access to the computers at the time of the police intervention on December 19, 2007.

During mitigation, solicitor Susan Evans argued that Hart’s online conversations were merely ‘fantasies’ and did not involve any actual child abuse. She acknowledged that Hart exhibited distorted thinking but expressed remorse for the distress caused to the victims depicted in the images. Evans emphasized that Hart deeply regretted the impact of his actions on his own family, stating, “He does still have distorted thinking but there is a recognition of the distress that was caused to the victims of the photographs and there is remorse in relation to that coming through.”

Hart’s background was also highlighted, noting his 15 years of service in the Royal Engineers, including deployments in the Falklands War and two tours in Northern Ireland. His legal representative expressed regret that he had left his role as acting sergeant, suggesting a sense of lost opportunity and remorse.

Judge Christopher Harvey Clark sentenced Hart to a total of 14 months in prison. The judge made it clear that Hart would serve half of this time behind bars, with the remainder on license. Addressing Hart directly, the judge remarked, “I hope afterwards you go back to your family and put this catastrophic inclination into the past and are never tempted to access this material again.”

The court also imposed concurrent sentences for each of the 20 convictions, with specific durations for possession and distribution of images at various levels. Hart received three months for possession of Level One images, six months for Level Two, eight months for Level Three, and ten months for Level Four. For distribution, he was sentenced to six months for Grade One images, 12 months for Grade Three, and 14 months for Grade Four, reflecting the gravity of his offenses.
