    ELISABETH STEEL FROM KILMARNOCK SENTENCED FOR ANIMAL CRUELTY

    Elisabeth Steel, born around 1975 and residing on Methven Avenue in Kilmarnock KA1, was convicted in 2019 for her treatment of her dog, Rio. Steel left her injured collie cross, Rio, without adequate food or water after covering his face with a taped muzzle so he wouldn't bark during a weekend away.

    Outside the court, it was noted that Steel had abandoned Rio in a dire state. The dog was found by neighbours, who had heard whimpering and saw him through a window. Police forced entry into the property and discovered Rio lying almost motionless, in a neglected state. He was infested with fleas, suffering from sores and an untreated skin infection.

    Steel admitted to causing unnecessary suffering by taping a muzzle to Rio’s face, preventing him from barking, and neglecting to provide food, water, or proper care between July 18 and 19, 2019. The prosecutor, Blaire Ford, explained that a neighbour overheard the dog’s distress. The neighbour had observed Rio confined in the kitchen, with a black taped muzzle, no food or water in sight.

    The neighbour initially contacted the Scottish SPCA, which was unable to respond immediately, and later called the police. Officers used a battering ram to break in after seeing Rio lying in a state of near collapse. The police noted that Rio was still alive and moving slightly, with no food or water in the bowls. The dog was wearing a muzzle wrapped in black tape and a collar that was too tight.

    Post-rescue, Rio was taken to a veterinarian for treatment, given temporary shelter, and has since been re-homed. Sheriff Watson told Steel, “On reading the terms of the report I am persuaded you are a foolish person who has behaved disgracefully towards the animal, but not with a cruel intention. You are clearly not a suitable person to own or have charge of an animal for the long-term. You and animals will not be coming close for the near future.”

    Scottish SPCA Chief Superintendent Mike Flynn commented, “Whilst we always look for a lifetime ban on keeping animals in cases of neglect like this, we are pleased the accused has received a 15-year ban. We hope Steel will seriously consider her ability to care for any other pets in the future.”

    In sentencing, Steel received an 80-day tagging order, an 18-month supervision order, and a 15-year ban on keeping animals.
