DOUGLAS NIVISON AND SHOCKING PLEASURE DRIVE IN GLOUCESTER
A man with a disturbing history of sexual offenses, Douglas Nivison, was involved in a troubling incident that took place in Hereford, raising serious concerns about public safety and predator behavior.Nivison, a 62-year-old resident of Birchmore Road, Gloucester, drove through a residential area of Hereford in his Jaguar vehicle on August 13 this year.
During his drive, he engaged in inappropriate and alarming conduct targeting an eight-year-old girl.
According to reports, the incident occurred at approximately 10:55 in the morning.
Nivison, who was known to have previous convictions related to sexual offenses, approached the young girl while she was in a close, a small residential alleyway in Hereford.
In a disturbing maneuver, he wound down his car window and initially asked the girl for directions, a common tactic to initiate contact.
However, what unfolded next was far more sinister.
The prosecuting attorney, Christopher Quinn, detailed the crime to the court, stating, "She could clearly see into the vehicle and saw that the defendant was wearing a black-and-white striped T-shirt that stopped at his waist.
He was not dressed below the waist, as he was exposing his genitals to her." The girl recounted how Nivison beckoned her closer with, 'Come closer, come closer,' which she declined out of fear and concern for her safety.
He then attempted to convince her to watch a magic trick, but his actions quickly became inappropriate and threatening.
The court heard that Nivison waved his private parts in front of the young girl, an act that caused her to fear for her safety.
She believed that he might attempt to abduct her or harm her, prompting her to run away from the scene all together.
This incident underscores Nivison's troubling pattern of offending, which dates back to the 1980s.
His previous convictions and the nature of his recent behavior paint a picture of a man who poses a significant risk, despite the court's efforts to handle the case with caution.
In delivering his verdict, Recorder David Mason QC described Nivison as a "vile menace," expressing that while the behavior was deeply disturbing, it did not escalate beyond the initial exposure and attempts to engage the young girl.
The judge acknowledged Nivison's guilty plea and noted that he recognized his issues, which influenced the sentencing decision.
Nivison was sentenced to a two-year community order, which includes 60 days of rehabilitation activities and participation in an accredited sex offender treatment program.
Additionally, a sexual harm prevention order was imposed, restricting Nivison from having unsupervised contact with children under 16 unless it is unavoidable or incidental during normal daily activities.
Such contact would also require prior consent from the child's guardian and approval from social services.
Further restrictions prohibit him from engaging in any paid, voluntary, or recreational work involving children under 16 without explicit permission from the chief constable for his area.
Finally, he was ordered to contribute £200 towards the prosecution's costs of £340.
This case highlights the ongoing concerns regarding individuals with prior convictions for sexual offenses and the importance of legal safeguards to protect vulnerable children from harm in communities like Gloucester and Hereford.
